JOB SUMMARY: Under administrative direction, the Public Works Director, directs, manages, supervises, and coordinates assigned programs, staff, and activities within the Public Works Department as well as with other divisions and outside agencies as necessary. This position has a high volume of interaction with officials, outside organizations, the general public and all City staff. The Public Works Director provides highly responsible and complex administrative support to assigned operations. This Department Head level position and reports directly to the City Manager.
ESSENTIAL FUNCTIONS
The list of duties and functions, as outlined herein, is intended to be representative of the type of tasks performed. The omission of an essential function does not preclude the City Manager from assigning duties not listed herein if such functions are a logical assignment to the position.
Accepts management responsibility for assigned services and activities of Public Works including water and wastewater systems, streets, parks, fleet, warehouse and electrical.
Provides direct line supervision for all assigned supervisors on routine day-to-day operation of Public Works facilities or services and provides guidance on questions or problems that may arise during the normal course of operations.
Supervises the development of long-term capital improvement for assigned divisions.
Provides leadership and administrative direction on major public works activities.
Plans and manages department related budget and financials.
Selects, trains, motivates, develops, and evaluates Public Works personnel.
Manages, corrects, and employee performance, implementing disciplinary action as needed.
Supervises the planning of equipment replacement and make recommendations on purchases.
Supervises the preparation and/or maintenance of records, maps, plans and drawings for the Public Works Department.
Works collaboratively with all city staff, contract staff, and the City Manager in the projection and analyses of current and future initiatives for municipal public works growth and development.
Alerts the City Manager to any real or potential public works issues requiring review, evaluation and executive decision making; develops and recommends solutions accordingly.
Resolves complaints and/or inquiries by residents or stakeholders.
Establishes policies and procedures for the efficient management and effective administration for assigned areas of responsibility.
Ability to interpret federal, state and local regulations and ordinances.
Ability to draft ordinances, policies and procedures for assigned area.
Develop bid specifications for projects and the purchase of equipment.
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload and identifies opportunities for improvement.
Coordinates assigned activities with those of other departments and outside agencies and organizations; and prepares and presents staff reports and other necessary communications.
Attends City Council meetings and takes necessary action regarding Council agenda items as assigned.
Will be required to be on-call as needed and assists on-call personnel when necessary.
Demonstrates high ethical standards, trustworthiness, and personal integrity.
Regular and punctual attendance is required to maintain effective departmental operations.
Performs related duties and fulfills responsibilities as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of and ability to apply applicable Federal, State, and Local laws, regulations, ordinances, policies, and procedures.
Knowledge of public works operations, including construction, engineering, maintenance, office and business procedures.
Knowledge of and experience in the application of management and supervisory principles and practices as applied to municipal government.
Knowledge of and experience in municipal procedures relating to the management of finance, personnel, purchasing, office operations, risk and safety management, and public relations.
Knowledge of the principles and practices of engineering and construction, particularly as applied to municipal functions.
Ability to plan, organize, schedule, coordinate and direct public works departments’ functions.
Ability to efficiently prepare and maintain thorough and accurate reports and records.
Ability to exercise good judgment and coordinate the work of subordinates.
Ability to react calmly and quickly and provide effective decision-making under pressure.
Ability to establish and maintain effective working relationships with all staff, municipal officials, outside agencies, and the general public.
Proficiency in computer skills and use of software such as Microsoft Office or other related software.
ACCEPTABLE EXPERIENCE AND TRAINING
Experience in the management and direction of a program relevant to the assignment.
Bachelor’s degree in public administration, civil engineering, business administration or a closely related field is preferred.
Three to five years of management administration experience in municipal government or public administration, preferably in public works.
Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Excellent oral and written communication skills, project management skills, and interpersonal skills
Valid Texas driver's license; CDL preferred.

The noise level in the work environment is usually moderate.
