City of Burlington is Hiring a Wastewater Utility Foreman Near Burlington, WI

The City of Burlington is looking for a Wastewater Utility Foreman to lead our wastewater utilities team within the Department of Public Works. The Wastewater Utility Foreman position performs supervisory, administrative, and professional work in planning, organizing, and directing all aspects of the wastewater utilities within the Department of Public Works. Successful candidates must have a High School Diploma/GED and a valid driver’s license. Candidates must have at least two (2) years of experience working within a wastewater utility. WDNR Advanced Wastewater Operator Certification is required for the position. Paid, on the job, training for CDL is available.

Starting salary for this position is $72,425 - $76,211 annually depending on qualifications.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Supervises and coordinates activities of operators, laboratory technicians, and workers engaged in the inspection, maintenance, repair, and installation of equipment and machinery.
  • Prepares work orders and schedules inspections and repairs accordingly.
  • Assigns employees to mechanical duties and directs their efforts in the repair and maintenance of mechanical equipment including but not limited to: air compressors, pumps, blowers, power generating equipment, control valves, air conditioning and heat transfer systems, motors, air transfers systems, hydraulics, digesters, and related wastewater treatment equipment.
  • Confers with engineering personnel and supervisory staff in diagnosing malfunctions and determining feasibility of major replacements or repairs.
  • Records data on operating equipment in the preparation of written reports on equipment utilization and performance.
  • Interprets policy and enforces safety regulations. Maintains Haz-mat communication information, Personal Protective Equipment regulations, and confined entry procedures.
  • Analyzes and resolves work problems; assists employees in solving and diagnosing problems.
  • May direct workers in maintenance of buildings and grounds.
  • Monitors the performance of all equipment, meters, and charts in the wastewater treatment plant stations; records statistical data concerning plant operations; maintains, operates, repairs, and replaces equipment as necessary following the City's purchasing policy; charts lab test results for trend analysis and maintains accurate records of analyses and test results; evaluates data and produces reports as required.
  • Collects samples and identifies concentrations of chemical, physical or biological characteristics of water required in accordance with local, state, and Federal requirements; gathers and tests water samples for plant compliance reports as required.
  • Performs quality control tests on lab equipment and lab analyses; evaluates procedures and results for accuracy and determines appropriate methods.
  • Assures the Wastewater Treatment Plant operates within required standards.
  • Trains and maintains operators in acceptable lab methods and procedures to assure accuracy of test results.
  • Contains and disposes of hazardous wastes generated by the lab.
  • Calibrates, modifies, or repairs instrumentation and control equipment including recorders, flow meters and other waste monitoring equipment.
  • Operates and maintains sewage pump stations; cleans wet wells and operates pumps and valves to control and adjust flow and treatment process as needed.
  • Exercises confined entry procedures to any confined space area.
  • Assists Director of Public Works in developing yearly budget, and in tracking expenditures during the year.
  • Operates utility vehicles, jetter, tanker and other CDL class B equipment.
  • Plow snow and salt City streets, alleys, parking lots and sidewalks during the winter months.
  • Performs related duties as assigned.

PERIPHERAL DUTIES:

  • Serves as a member of various City employee committees as assigned.
  • Assists Director of Public Works in annual employee reviews.
  • Maintains the drawings and schematics of electrical and other systems in the wastewater treatment plant.
  • Monitors performance of electrical systems, circuits, or equipment of the wastewater treatment plant.
  • Ability to plan, organize, direct, and schedule the activities of maintenance crew.
  • Ability to communicate verbally and in writing, collaborate with staff and engineering personnel in problem solving and setting of objectives.
  • Ability to participate in management training workshops, seminars, and supervisory training courses.

DESIRED MINIMUM QUALIFICATIONS:

Education and Experience:

  • Graduation from high school education or GED equivalent, supplemented by two (2) years post-secondary college or technical training in biology, environmental science, chemistry, or a closely related field, and
  • Two (2) years of experience in a wastewater utility, or any equivalent combination of education and experience.
  • Wisconsin Department of Natural Resources Advanced Wastewater Operator Certification with the following sub-classes is required
    • (A1) Suspended Growth Processes
    • (A2) Attached Growth Processes
    • (B) Solids Separation
    • (C) Biological Solids/Sludge Handling, Processing, and Reuse
    • (D) Disinfection
    • L) Laboratory
    • (P) Total Phosphorus
    • (SS) Sanitary Sewage Collection System
  • Wisconsin Department of Natural Resources Water Operator Certification with the following subclasses is desired:
    • (D) Distribution
    • (G) Groundwater
  • Additional Wisconsin Department of Natural Resources Water Operator Certification in the following subclasses is desired.
    • (V) VOC
    • (Z) Zeolite Softening

Necessary Knowledge, Skills and Abilities:

  • Working knowledge of equipment, facilities, materials, methods and procedures used in wastewater treatment plant maintenance and operation activities; working knowledge of sampling and laboratory procedures and practices.
  • Skill in operation of some of the listed tools and equipment.
  • Ability to troubleshoot minor electrical and plumbing problems.
  • Ability to perform process control calculations.
  • Ability to communicate effectively verbally and in writing; ability to understand and carry out written and oral instructions.
  • Ability to establish and maintain effective working relationships with employees, other departments and the public.
  • Working knowledge of the principles and practices of office management, work organization and supervision.

SPECIAL REQUIREMENTS:

  • Possession of a valid driver’s license is required. A class B/Air Brakes commercial driver’s license with a tanker (N) endorsement is preferred at the time of hire, but mandatory within 6 months of hire. Must submit to random drug and alcohol testing as required by Federal law for CDL operators.
  • Multi-media 1st -Aid Training and CPR Certification.
  • Confined Entry Rescue Training and participation on confined entry team.
  • Rotating weekend and holiday duties.
  • 24-hour on-call responsibilities.

TOOLS AND EQUIPMENT USED:

Motor vehicle, dump truck, snow removal equipment including plow, generators, pumps, gauges, meters, common hand and power tools, shovels, wrenches, detection devices, mobile radio, phone, calculator, and a variety of lab equipment. Office equipment including: personal computer with word processing, spreadsheet, and database software; copy machine; fax machine; and phone.

The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. Lifting occurs as a part of normal work and is usually done in conjunction with stooping, bending or twisting.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions. The employee occasionally works in manholes, vaults, and other confined spaces, and is occasionally exposed to fumes or airborne particles, risk of electrical shock, and vibration. The employee is exposed to caustic and acidic chemicals.

The noise level in the work environment is usually moderate to loud.
