City of Buffalo Lake is looking for an energetic, hardworking, personable person to assist the City Clerk/Treasurer run the city! The Full-Time Deputy Clerk will be asked to perform recurring utility billing functions, including considerable contact and communication with internal and external clients as well as accepting and processing accounts payable for all City departments, issue building/zoning permits, and daily verification of bank account. Also handle deposits for city and municipal liquor store and regular bi-weekly payroll.

Respond to billing inquiries and concerns and reconcile customer utility accounts
Create and update customer utility account records
Process all payments on city and/or utility accounts, including receiving, reviewing and uploading all credit card payments from processing company
Process utility billing statements for all billable customers, including any applicable write-offs/adjustments, final billings, and rate changes
Process Lakers Fitness center applications and re-occurring payments
Record daily sales totals for Liquor Store
Verify all deposits and take to the bank
Handle all building/zoning permit applications and communicates with the building inspector as needed
Accept payments and issues building/zoning permits
Perform the data entry tasks to enter and verify payment information, prints the checks for all City departments
Verify payment of old or past due invoices to avoid duplication
Answer questions and respond to complaints and discrepancies with vendor bills
Assist with planning and drafting of a balanced budget and levy recommendations
Assist with preparing and coordinating all necessary accounting information and reporting, on a monthly basis (including bank reconciliation and journal entries)
Work closely with the city auditor while conducting annual audit
Process regular bi-weekly payroll, including required deposits and filings
Maintain sick time, comp time and vacation balances for employees
Update the movable sign for community activities
Receives applications for and issues licenses. (i.e. liquor, special events, club, etc.)
Performs duties of notary public
Perform other duties as assigned

Technical Knowledge
Must have knowledge of city business functions

High school diploma or GED
Post-secondary training or coursework, or equivalent experience
Accounting experience preferred
Proficiency with computer hardware and programs such as MS Word, Excel, Internet Explorer, and various accounting programs
Ability to communicate effectively and professionally, orally and in written form
Must have the ability to read and discern visual images on a variety of media.
Must have the ability to operate a personal computer and applicable software, 10-key adding machine or calculator, fax, copier, and telephone
Must be able to sit for long periods of time, up to 8 hours per day
May, occasionally, have to lift 25 pounds or more
Occasional exposure to office related chemicals and cleaning supplies.
