Job Summary
Performs inspections of new and existing residential and commercial structures including stormwater compliance, plumbing, mechanical, and electrical systems for compliance with local and state codes, ordinances, and requirements.
Essential Job Functions
  • Inspects construction sites for stormwater compliance and drainage issues, inspects mobile/manufactured home parks, RV parks, multifamily sites and structures, dangerous structures, residential, commercial, and industrial buildings for compliance with the International Building Code, state laws, federal laws, and city codes and ordinances.
  • Inspects all foundations, footings, grade beams, driveways, parking lots, and access permits for compliance with city codes and ordinances, and other city policy requirements.
  • Inspects new and existing residential and commercial buildings and associated electrical, mechanical, plumbing, and gas installations during various stages of construction and remodeling; enforces compliance with applicable codes, ordinances, and regulations; recommends modifications and adjustments as necessary.
  • Inspects previously occupied buildings, spaces, or suites for change of use, occupancy, and code compliance; approves structures/inspected areas for a certificate of occupancy.
  • Verifies the quality of workmanship, quality of materials used, and compliance with plans, specifications, estimates, and applicable codes and regulations; notes deficiencies and deviations from plans; interprets regulations and issues notices of violation within the scope of authority.
  • Keeps records and prepares written reports concerning stormwater compliance and drainage issues, building construction violations, or other violations of city codes and ordinances which need to be corrected.
  • Coordinates between architectural and engineering firms and construction contractors as required to correct all items in question or violations regarding codes.
  • Responds to requests for information and investigates complaints from citizens regarding safety standards and code violations.
  • Reviews new construction and remodeling plans for compliance with the adopted city codes and ordinances, state laws, federal laws, and other applicable codes, as needed.
  • Assists architectural and engineering firms, contractors, and owners in code interpretation when the Plans Examiner is not available.
  • Performs related duties as required.
  • Responds regularly and promptly to work.
Minimum Qualifications
  • High School Diploma or GED. Additional training or coursework in a related field of study is a plus.
  • At least five (5) years of related work experience in building inspection, general construction, contracting, planning, project design, experience performing as a journeyman-level electrician or plumber, or an equivalent combination of education, experience, training, and certification that provides the required knowledge, skills, and abilities.
Knowledge, Skills & Abilities
Knowledge of:
  • Principles and techniques of building inspection and electrical systems and inspections.
  • Principles of structural design and engineering mathematics.
  • Residential and commercial construction, materials, and methods of construction.
  • Safety standards and methods of building construction for commercial, industrial, and residential buildings.
  • Pertinent federal, state, and local laws, codes, and regulations.
Ability to:
  • Handle stressful situations and potentially hazardous structures and environments.
  • Learn city-adopted codes and ordinances enforced by the city, including currently adopted building, electrical, plumbing, mechanical, and energy codes and ordinances, such as the dangerous structure/zoning/land development.
  • Interpret and apply pertinent federal, state, and local laws, codes, and regulations.
  • Read and interpret complex building plans, specifications, and building codes.
  • Determine if construction systems conform to city code requirements.
  • Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials.
  • Detect deviations from plans, regulations, and standard construction practices.
  • Advise on standard construction methods and requirements for residential, commercial, and industrial buildings.
  • Enforce regulations fairly, firmly, factually, and with proper public relations skills.
  • Maintain accurate and interrelated technical and computerized records.
  • Use spreadsheet and word processing applications (Microsoft Word/Excel/Outlook) to prepare clear and concise correspondence and other written materials.
  • Make mathematical computations rapidly and accurately.
  • Work independently and/or in a team environment and maintain a professional demeanor.
  • Handle multiple tasks, prioritize and organize work assignments, and meet established deadlines.
  • Anticipate, identify, and effectively resolve various issues and problems.
  • Comply with all City and department administrative directives, policies, and procedures.
  • Demonstrate satisfactory work performance and attendance.
  • Provide management with sound, positive advice, and information concerning the area of responsibility.
  • Establish and maintain cooperative working relationships with those contacted in the course of work and communicate effectively with the public and other required entities.
Skill in:
  • Verbal and written communication skills.
  • Organizing daily inspections, inspection files, and test reports.
  • Detecting code violations and preparing written notices.
  • Analyzing construction plans for existing and new structures for code compliance.
  • Operating a personal computer/laptop to manage records and accomplish daily responsibilities.
Licenses, Certifications & Special Requirements
  • Texas Class C driver’s license with a good driving record as measured by the City’s evaluation system.
  • Must be certified as an Inspector through the International Code Council (ICC) or have the ability to obtain certification within 1 year of the hire date. Combination Inspector Certification is required within 4 years of employment through ICC. State electrical and plumbing inspector licenses and other ICC Certifications are preferred.
Physical Demands
Physical demands include but are not limited to: sitting, standing, walking, talking, hearing, seeing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, climbing, using hands and fingers to operate a variety of equipment and machines, driving to various worksites, and lifting/carrying objects up to 50 pounds.
Working Conditions
Work is performed in an office setting and outdoor field environment. While in the field visiting various land use developments and construction sites, there is exposure to inclement weather, temperature extremes, moving mechanical parts and equipment, slippery or uneven walking surfaces, loud noises, vibration, electrical hazards, fumes, odors, dust, pollen, and other airborne particles.
Equipment
Work shall be performed with tools, appliances, and equipment approved by those agencies and bodies that have control, authority, or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.
Equipment may include but is not limited to: phone, computer/laptop, printer, fax, copier, scanner, calculator, ladder, hand tools, and city vehicle.
