Job Description

JOB SUMMARY

The Assistant Director of Airport directs, plans, manages, and organizes all functions and responsibilities associated with the safe operations of the Airport’s Airside/Landside, Security, and Passenger Terminal operations. Establishes procedures to ensure efficient utilization of the Department's resources. Coordinates with other departments within the City organization, external stakeholders, and State and Federal agencies to ensure objectives are accomplished.

KEY FUNCTIONS/KNOWLEDGE/SKILLS:

  • Management level experience with budget and fiscal oversight responsibility; evaluation of business processes; and policy and decision-making experience including planning and organizing multiple programs, projects, and operations.
  • Among these domains, brings core functional depth of knowledge and expertise in airport operations, ideally across both airfield and terminal operations.
  • Direct experience working with federal agencies such as the Federal Aviation Administration, Transportation Security Administration, U.S. Department of Homeland Security, Customs & Border Protection, and the Federal Bureau of Investigation.
  • Experience working with law enforcement and first responder functions.
  • Confer with airport leadership team in implementing strategies to increase, improve and expand airport capacity as well as existing airport facilities.
  • Develop and direct policies, procedures, and processes for the implementation of new and ongoing CIPs at the airport, ensuring that these are executed on time and on budget.Ability to manage projects from inception through completion.
  • Oversee the coordination of CIPs with airport tenants and other airport departments to ensure that projects are designed and constructed with minimal disruption and in a safe and orderly manner.
  • Serve as a strong and visible leader to the department, providing leadership and direction to the airport staff and other city departments.
  • Knowledgeable of the various operational and business practices of operating general aviation and commercial service airports.
  • A skilled leader and manager with the ability to motivate and develop staff.
  • A collaborator and negotiator.
  • Performs related tasks as necessary.

Education and Experience

Master’s degree plus three years of experience, or bachelor's degree plus five years of experience.

Special Certifications and License

American Association of Airport Executives Certified member (CM) required, Accredited Airport Executive (AAE) preferred or be able to obtain within 2 years of obtaining employment with the City of Brownsville, TX. - Department of Aviation.

Valid Texas Driver’s License.

Supervisory and Responsibility

Supervises and directs a group of sufficient size or complexity to require the use of supervisory subordinates.

Financial Responsibility

Calculates amounts due, using some judgment; receives and processes larger amounts (several thousand dollars on one day not uncommon); balances receipts and cash from one or more other employees; monitors budget; brings problems to attention of supervisor; has substantive input into overall organizational budget.

Level and Frequency of Outside Contacts

Lots of contact with highly varied groups involving sensitive or difficult interactions that require persuasion and negotiations.

Physical Demands

Office job with little or occasional light physical effort. Requires performing light work that involves walking or standing most of the time and involves exerting between 20 - 50 pounds of force on a regular and recurring basis.

Responsibility for Equipment and Property

Responsible for assigned equipment/property used outside of office; responsible for handing out to and retrieving property/equipment from employees and keeping inventory; use of agency vehicle.
