POSITION DESCRIPTION:

· Under direction of the Utility Services Director, the purpose of this position is to direct and supervise the planning, organization and management of maintenance and/or repair operations to the City’s water and sewer infrastructure

· Function at entry management level and are responsible for reviewing and evaluating all work of subordinate personnel to ensure efficient and effective operation of water collection, distribution and/or construction

· Accountable for developing, implementing and evaluating operational policies and procedures to ensure compliance with all applicable city, state and federal regulatory requirements and regulations

ESSENTIAL JOB FUNCTIONS

  • Directs, supervises, trains and evaluates skilled and entry level staff to ensure compliance with all applicable city, state and federal regulations and guidelines, e.g., Equipment Operators, Maintenance Crews, Meter Readers
  • Directs, supervises, trains and evaluates maintenance, repair and construction duties of the City’s water and sewer infrastructure to ensure water quality and safety, e.g., water and sewer hydraulics, pumps, tanks, pipe lines
  • Plans, organizes and implements utility maintenance, repair and development activities; coordinates renovation, construction and development projects
  • Monitors and evaluates water flow and pressure testing; monitors results/readings calculations to promote maximum operational efficiency and effectiveness
  • Serves as project supervisor for utility improvement projects and monitors infrastructure repair/construction
  • Performs administrative duties; prepares monthly operational reports, manages time sheets for payroll, conducts data entry, generates spreadsheets for process control, prepares various reports, performs calculations, runs quantitative/qualitative analysis and interprets data for performance evaluation
  • Directs work teams and prioritizes tasks in maintaining emergency response operations to repair water main breaks, service leaks, sewer blockages, lift station malfunctions and other unscheduled repairs
  • Ensures all duties and operations are performed according to established safety standards, codes and regulations; provides safe working condition
  • Attends monthly safety meetings and other administrative meetings
  • Performs related duties as directed

MINIMUM TRAINING AND EXPERIENCE

Associate’s Degree in related field; supplemented by five (5) to seven (7) years progressively responsible utility field operations experience; or an equivalent combination of education, training, and experience

Must possess and maintain Class A Commercial Driver’s License

Must possess and maintain, Grade 2 Water Distribution Certification and Grade 2 Sewer Collection Certification. May be required to possess a Tennessee Blasting License

  • Ability to plan, coordinate, direct, and motivate the work of professional and administrative staff
  • Working knowledge of utility systems and pumps/valves operation
  • Ability to establish and maintain effective working relationships with City and State officials, private sector executives and business representatives, and the general public
  • Excellent work history and attendance record

Pay: $58,374.23 - $72,967.70 per year
