DEFINITION:
Plans, coordinate and executes efforts to ensure requirements are met in accordance with local, state and federal regulations related to drinking water. Develops, implements, and coordinates processes, procedures, data and resources needed to comply with regulations. The position will be responsible for public education and outreach, providing training to department staff on regulatory compliance and responding to inquiries from the public regarding water quality. The position will be expected to spend a minor portion of time and effort assisting with wastewater-related compliance, such as industrial pretreatment. This position must work well independently and with teams made up of employees from other divisions, such as the Water Treatment Plant and Utilities Maintenance Operations as well as the Communications Department. 
SUPERVISION EXERCISED AND RECEIVED:
This position reports directly to the Assistant Director of Utilities. This position does not supervise other employees. 
EXAMPLES OF ESSENTIAL RESPONSIBILITIES AND DUTIES:
  • Monitors drinking water compliance efforts to ensure regulatory responsibilities are met in accordance with local, state and federal regulations.
  • Determines monitoring, analysis and reporting needs and schedules and developing procedures to manage compliance. Develops, recommends and implements plans, programs and standard operating procedures to meet drinking water regulatory requirements.
  • Works with regulatory agencies, department staff and management to ensure required water quality samples, system assessments and monitoring data are collected and analyzed. In coordination with other department divisions, prepares and oversees the preparation of reports necessary for regulatory compliance that incorporate water quality analysis, treatment process performance, public education and notification, cross connection control and facility inspections. 
  • Leads Brighton’s compliance efforts related to the Lead and Copper Rule and its revisions.
  • Tracks, reviews, and evaluates proposed and promulgated local, state and federal regulations and prepares analyses for review by management.
  • Interprets existing drinking water quality laws and regulations and communicates requirements to affected department divisions.
  • Attends, state and regional water program meetings and actively participates in state and other local work groups. Represents the department and City positions on water quality regulations and issues.
  • Respond to requests for technical information from regulatory agencies, other department divisions, and public requests and water quality complaints. Assists in preparing public notifications where required.
  • Participates in the review, evaluation and applications of new technologies, research and studies that would improve water quality or service to customers.
  • Supports emergency exercises and is prepared to support analysis to identify water quality concerns and potential violations in the event of an emergency. 
  • Reviews planning activities including master planning, project design and conceptual review. Manages special projects that relate to water quality planning, regional cooperation and environmental planning designed to encourage the protection of drinking water supplies and surface water. 
  • Performs supplemental water quality studies and data analysis to improve regulatory compliance, public health and customer service.
  • Implements and performs quality assurance and quality control measures for drinking water regulatory monitoring and reporting.
  • Manages regulatory compliance related to wastewater industrial discharge permits, City wastewater lift stations and the Industrial Pretreatment Program. 
  • Other duties as assigned. 
QUALIFICATIONS:
Knowledge of:
Advanced knowledge of public utility systems, focusing on federal and state regulations and policies
Advanced computer skills, including previous experience with Microsoft Office, Excel, PowerPoint, Word and Sharepoint. Previous experience with ESRI ArcGIS, CAD or Power BI a plus. 
Advanced program or project management skills preferred.
Basic understanding of wastewater collection and industrial pretreatment requirements.
Ability to:
Manage databases and analyze data using Excel and statistical software to track compliance with drinking water regulations, track trends, proactively identify opportunities for water quality improvement and support resolution of water quality issues. 
Read, analyze, and interpret standards and specifications, Municipal Code, regulations and State statutes.
Effectively present information and respond to questions from City Leadership, supervisors, clients, customers, consultants and the general public.
Work with mathematical concepts such as probability and statistical inference.
Define problems, collect data, establish facts, and draw valid conclusions. 
Interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Drive a City-owned truck, van, or car and safely operate on City business; and 
Use computer, telephone, copier, sampling equipment, laboratory equipment and small hand tools.
EDUCATION AND EXPERIENCE:
Required:
Bachelor of Science Degree in public administration, environmental engineering, environmental science, public health, natural resources, physical or biological science or closely related field from an accredited college or university.
Minimum of three years of experience, with working knowledge of the Safe Drinking Water Act requirements and Colorado Primary Drinking Water Regulations.
An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.
Preferred:
Possession of a Colorado Certified Water Professionals (CCWP) Water Distribution Class 1 preferred 1.

PHYSICAL REQUIREMENTS
  • Must be able to sit, stand, kneel, stoop, see, hear, talk and perform repetitive motions a major part of the time.
  • Must be able to operate a City-owned motor vehicle.
  • Must be able to lift up to 50 pounds occasionally.
SPECIAL REQUIREMENTS
Possession of a valid driver's license with safe driving record.
Bilingual English/Spanish preferred.
Ability to complete FEMA ICS 100 and IS 700 training within six (6) months of hire.
