Starting hiring salary - $30.52 to $32.35 hourlyThe City of Brighton Building Plans Examiner plays a crucial role in a community with a bright future that is seeing high growth in both commercial and residential building. The position offers interesting challenges, but a balanced, flexible, and collaborative work environment. The building division staff is composed of a dedicated staff that is committed to safe building stock and customer service. The right professional will work well with the team and individually.  
DEFINITION
Review and analyze construction plans and specifications for permitted construction projects, to include architectural, structural, electrical, plumbing, mechanical, energy and other related building elements. Reviews will include residential, commercial, industrial and multi-family construction projects for compliance of appropriate building codes regulating building construction, alterations and repairs. Duties will on occasion call for on-site inspection. Work effectively, both independently and with teams, while providing excellent, respectful customer service and human relations skills in support of the City of Brighton mission and values.
 
SUPERVISION RECEIVED AND EXERCISED
Receives supervision from the Deputy Chief Building Official. Receives broad direction from the Chief Building Official. Will provide functional guidance, but not supervision, to other positions within the Division.
 
EXAMPLES OF ESSENTIAL DUTIES AND RESPONSIBILITIES
Reviews various records, plans, specifications, and documentation relating to plans review for residential, commercial and multi-family construction for conformance with the Adopted Building Code, and other national and local codes and ordinances.
 
Assists and advises the general public and other City departments in matters related to building construction and code requirements.
 
Provides technical assistance to other department and division staff regarding code interpretation, permitting functions, inspection requirements, and construction specifications.
 
Works collaboratively with department and division staff in resolving regulatory and code related interpretation and project compliance.
 
Receives, responds to and provides resolution to inquiries and concerns from the general public, the business community, City officials, and other departments regarding department and division related issues.
 
Provides interpretation of non-compliance with regulatory code(s) and specifies the action necessary to bring conditions to code compliance.
 
Provides technical advice and consults with architects, engineers, contractors, and homeowners.
 
Maintains current knowledge of state and federal laws, issues, trends and developments in regulatory standards and building code requirements governing the construction industry.
 
Performs other related duties as required.
 
QUALIFICATIONS
Knowledge of:
  • Building codes and related laws and ordinances.
  • Various types of building construction materials and methods and stages of construction in order to be able to determine when violations and defects may most easily be observed and corrected.
  • Computer software applications appropriate to this position such as Blue Beam, Innoprise, OpenGov, Microsoft Office, and Business Google.
Ability to:
  • Respond to various parties in a courteous and professional manner, regardless of the circumstances.
  • Research and interpret building codes and related regulations; read plans and specifications and to apply such codes to areas of assignment.
  • Review and interpret complex construction and/or engineering drawings and specifications, and recognize deviation from established codes and regulations.
  • Recommend changes in written form and in direct communication regarding additions and corrections in detailed construction, renovation, restoration and maintenance plans and specifications.
  • Review an research related information and identify problems to develop and evaluate options and implement solutions that are in accordance with laws, ordinances, and established principles.
  • Follow and interpret instructions furnished in written, mathematical, graphical and oral format.
  • Document compliance and enforce codes and ordinances logically, tactfully, and impartially with the goal of ensuring life, health, and safety and the other codes as applicable.
  • Establish and maintain effective working relationships with internal and external customers, as well as governing and appointed authorities.
  • Organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction. Understand the need to flexibly adjust priorities and assignments when circumstances dictate and as directed.
EDUCATION AND EXPERIENCE
Possession and maintenance of a Certification(s) as a plans examiner with multiple disciplines as approved by the Chief Building Official, issued by the International Code Council or other nationally recognized certification organization. Five (5) years' experience as a Plans Examiner, or an equivalent combination of education, training, and experience within each discipline of licenses/endorsements held. Any equivalent combination of education and experience may be considered.
 
PHYSICAL REQUIREMENTS
Physical ability to perform essential job functions: while performing the duties of this job, the employee is regularly required to sit, stand, walk, talk, hear, see and demonstrate manual dexterity. The employee is occasionally required to kneel, stoop, and perform light lifting, up to 20 lbs.
 
SPECIAL REQUIREMENTS
Possession of a valid Colorado driver's license with a safe driving record. 
Bilingual English/Spanish preferred.
Ability to complete FEMA ICS 100 and IS 700 training within six (6) months of hire.
Ability to complete ICC Residential Plans Examiner within six months of hire. (Required)
Ability to complete ICC Commercial Plans Examiner within one year of hire. (Required) Ability to complete to obtain Accessibility Inspector/Plans Examiner within 18 months of hire. (Required) 
Completion of the IFC or any ICC residential, commercial certification that materially covers content enforced by the building division is preferred.
