JOB
Performs intermediate skilled technical work performing administrative, enforcement, and technical duties in association with the Cities’ MS4 program, Storm Water Pollution Prevention Plan (SWPPP), Sanitary Sewer Collection, Tree Policy, and associated City Codes for the Cities of Brainerd and Baxter. Performs work under the general and technical guidance of the City Engineer/Public Works Director and Assistant City Engineer.2024 Hiring Range: $32.52 - $36.24 per hour depending on qualifications.2024 Pay Range: $32.52 - $38.71 per hour.*2024 Performance based pay opportunity: Up to $43.36 per hour.*The City of Brainerd utilizes a performance-based pay system as noted above. EXAMPLE OF DUTIES
Implements the current National Pollutant Discharge Elimination System (NPDES) storm water permits and current Municipal Separate Storm Sewer System (MS4) permits for the Cities of Brainerd and Baxter.Assists in the development of ordinances, policies, and specifications as they relate to the Cities’ environmental protection goals.Updates and maintains Stormwater webpages for Brainerd and Baxter.Assists, plans, implements, and evaluates the operation and maintenance schedules for all storm water facilities, either personally, or through assigned staff or outside vendors.Responsible for compliance efforts of the NPDES Phase 2 Stormwater General Permit. Maintains Stormwater Management Plan and provides State agencies, City employees and the public with plan information as requested.Develops, implements, and presents public education and public participation programs relative to the protection of the environment.Assists in the oversight and implementation of the spill response plan.Responds to customer service inquiries related to protection of the environment.Maintains files, records, and other databases; and operates various office equipment.Inspects construction activities, including grading, storm water ponds and sewers, erosion control measures, and related construction projects to ensure that work is in compliance with applicable local, State and Federal storm water regulations, laws, codes, policies, permits, and specifications.Inspects erosion issues throughout Brainerd and Baxter as needed.Enforces compliance as needed and/or prescribed.Issues Notice and Orders and provides recommendations for Administrative Penalties as needed to compel compliance with environmental protection regulations.Assists other City departments with compliance issues as needed.Reviews plans, including grading, storm water retention ponds and sewers, erosion control measures, and related construction projects to ensure that work is in compliance with applicable local, State and Federal storm water regulations, laws, codes, policies, and specifications.Responsible for reviewing and administering Land Disturbance Permits.Assists with monitoring and managing storm water maintenance activities.Attendance during regularly scheduled work hours and outside regular hours as necessary.Performs related tasks as necessary.Knowledge, Skills and AbilitiesGeneral knowledge of municipal utility infrastructure, construction methods, project inspection techniques, maps, easement documents, and construction documents.General knowledge of environmental principles, practices, and programs.General knowledge of local, State and Federal storm water regulations, laws, and regulations.Ability to create and maintain logs/records and conduct inventories.Ability to deal effectively with the public, citizens, contractors, developers, co-workers, and others with courtesy and discretion.Ability to remain professional and respectful when dealing with difficult and uncooperative individuals.Ability to communicate effectively both verbally and in writing.Ability to follow oral and written instructions; ability to work independently with minimal supervision to complete daily activities according to work schedules.Ability to establish and maintain effective working relationships with co-workers, supervisors, other departments, vendors, contractors, and the general public.Skill in operating necessary tools and equipment such as GIS and CAD software, personal computer and word processing, spreadsheet, and database tools.
SUPPLEMENTAL INFORMATION
This work requires the occasional exertion of up to 50 pounds of force; work regularly requires standing, walking and using hands to finger, handle or feel, frequently requires sitting, speaking or hearing, reaching with hands and arms and repetitive motions and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm’s length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to the risk of electrical shock and exposure to vibration; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
