CITY OF BOULDER is Hiring an IT Business Analyst (Public Safety) Near Boulder, CO

Scheduled Weekly Hours: 40 Benefit Eligibility Group: Non Union (30 Hours) Locate the Benefit Eligibility Group value on the Employee Benefit Eligibility document to identify the benefits offered for this job. Job Description Summary: The IT Business Analyst will utilize critical thinking and technical skills to fulfill data and analysis requests related to public safety and other topics as required. They will access appropriate systems to gather and validate data, analyze data, visualize data and communicate results to relevant stakeholders. The position is focused upon three areas of work: Operational Boulder Police Department (“BPD”) analysis (~25% of work). The primary focus of this position is generating reports and insights from BPD data and managing the technology used to store and retrieve that data. This includes the Police CAD (Computer Aided Dispatch) and RMS (Record Management System), applications and databases. Operational Colorado Police Department (“CUPD”) analysis (~25%). This position will work with CUPD to scope and deliver analysis projects using CUPD data. Data again includes CAD and RMS systems. The position will take advantage of the role across police departments to serve as a subject matter expert for analysis and reporting, developing relationships to ensure consistent shared data between agencies. General support for City of Boulder Data work (~50%). In addition to specialist public safety projects, the position will contribute public safety and general data expertise to Enterprise Data Team projects. Job Description: ESSENTIAL JOB DUTIES AND RESPONSIBILITIES Analyze Business Processes Use critical thinking skills to evaluate current processes, leveraging data to develop new procedures and reports to advance service delivery and data-driven decision-making Create statistics for in-house BPD, CUPD, City-wide and external reporting requirements and ensures work quality and adherence to established policies Work closely with BPD and CUPD staff on analyzing and troubleshooting data requests Provide input on system changes, serving as a subject matter expert in implementation of new RMS systems and version upgrades, as required Provide support for operations, including tactical analysis such as crime trends and reports, and convey this information to both officers and civilian staff through reports and/or data visualizations Maintain and provide data-driven solutions, automating reports or processes where possible Manage & Deliver data requests Provide functional expertise, evaluating and documenting data needs and requests Understand database structure and processes needed to gather appropriate data to respond to data needs and requests Perform crime analysis, highlighting series, patterns, trends, hotspots, and outcomes that will help drive BPD and CUPD operations and decision making Convert legacy Crystal Reports into insightful and dynamic reports using analysis and visualization tools such as Microsoft PowerBI Collaborate with Stakeholders Facilitate meetings, coordinating efforts with other analysts, managers, and stakeholders to understand business problems and developing creating analytical solutions to solve them Serve as a liaison between BPD and CUPD, ensuring consistency in data and developing data sharing agreements where appropriate Collaborate with other analysts across the City to better understand data best practices and share processes and practices used within police data and technology Leverage techniques used in policing to inform analytics in other city projects, such as Open Data and reporting on citywide operational issues KEY COMPETENCIES Experience with criminal justice and crime science Experience in working with CAD & RMS systems, including extracting, transforming, and analyzing data from them Experience with joining data tables in relational data base tables Ability to work with all levels of the organization to ensure comprehensive solutions Ability to juggle multiple priorities and deadlines Experience conducting analysis of business processes and recommending improvements or efficiencies and troubleshooting systems. Ability to work with end users and business partners to fully gather, define and document business requirements for processes and regular reports that are needed Current and or recent SQL scripting skills Current and or recent GIS skills Willingness to learn City and University of Colorado dynamics and work collaboratively with other analysts and departments Desire to learn and grow in data and analysis skills PREFERRED REQUIREMENTS Experience with R or Python for analysis and visualization Experience with project management Experience working with local, state or federal government agencies or related professional experience Familiarity with Esri ARCGIS Familiarity with core statistical concepts and techniques, such as sampling, bias, regression and error Additional Job Description: The City of Boulder is committed to a diverse and inclusive workplace.
