Job Description Summary:
Under general supervision to implement, evaluate, and assist with the development of the cultural resource program's plans, policies, projects, and management practices at a professional level, consistent with department goals and within a department-wide context that supports all chartered land uses and open space purposes; primarily to deliver professional field work (30-80%), but also to develop program elements or procedures; to develop expert strategies and resolution of issues in the area of historic preservation and cultural resource management; to provide design, research, analysis, consultation, technical assistance, and management to protect and enhance cultural resources and historic properties on OSMP lands; and to perform related duties as required. This position independently coordinates, leads, and executes field work and prepares documentation under the oversight of the OSMP Cultural Stewardship Senior Program Manager.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Liaises with OSMP project managers to coordinate cultural resource assessments and reporting according to program guidelines. Makes recommendations to project managers to protect and preserve significant cultural resources.
  • Directs cultural resource assessments to identify and evaluate resources that may be impacted by proposed projects including preparing Class I research, conducting and overseeing fieldwork, and drafting associated documentation consistent with professional standards.
  • Directs the preparation of Office of Archaeology and Historic Preservation (OAHP) Survey and Inventory forms as assigned by the Cultural Stewardship Senior Program Manager.
  • Assists the Cultural Stewardship Senior Program Manager with preparing National Register of Historic Places (NRHP), State Register of Historic Properties (SRHP), Boulder County Historic Landmark (BCHL), and Jefferson County Historic Landmark (JCHL) evaluations as necessary.
  • Assists the Cultural Stewardship Senior Program Manager with preparing cultural resource reports for both Section 106 and non-Section 106 projects according to program guidelines and best practices.
  • Researches, develops and provides technical advice and objectives to inform cultural resource management decisions.
  • Collaborates with department staff to train and implement best management practices for cultural resource stewardship, recreational, agricultural, and conservation projects to support program goals.
  • Contributes design recommendations and monitoring to help ensure department compliance with regulatory requirements related to program disciplines and project implementation.
MINIMUM QUALIFICATIONS
  • Demonstrated experience performing archaeological fieldwork. High level of experience with recording "prehistoric"-age, historic-age, and architectural resources and preparation of cultural resource documentation (inventory reports, site forms, etc.), and conducting archival/historical research.
  • Demonstrated ability to convey cultural resource information in writing.
  • Demonstrated experience conducting archaeological laboratory analysis or museum curation.
  • Demonstrated experience with using digital field recording platforms and systems.
  • Demonstrated ability to draft NRHP and SRHP evaluations under supervision.
  • Demonstrated ability to conduct independent historical research based on archival documents, museum or library collections, and other primary or secondary sources of information.
  • Experience drafting OAHP survey and inventory forms independently.
  • Experience leading crews of cultural resource professionals or volunteers in cultural resources fieldwork.
  • Experienced with the use of ESRI Arc Map or Arc-Pro application for the purpose of making maps for reports and OAHP survey and inventory forms.
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Expresses ideas effectively, organizes and delivers information appropriately; actively listens to concerns and is open to the ideas of colleagues and customers.
  • Appropriately manages shifting priorities and demanding deadlines. Stays cool under pressure and makes decisions in a timely manner sometimes with incomplete information and under tight deadlines.
  • Works effectively as a member of formal and informal teams; understands the interests and concerns of others and is able and willing to share and receive information; cooperates within and across groups and supports group decisions.
  • Have and maintain acceptable background information, including criminal conviction history.
PREFERRED QUALIFICATIONS
  • Demonstrated ability to complete Colorado Office of Archaeology and historic Preservation (OAHP) survey and inventory forms independently.
  • Demonstrated familiarity with the history of the American West, Colorado, and/or the Boulder area.
  • Familiarity with manual photography fundamentals and the use of single-lens reflex or mirrorless cameras.
  • Highly experienced with the use of ESRI Arc Map or Arc-Pro application for the purposes of spatial analysis.
  • Demonstrated ability completing NRHP evaluations independently.
  • Experience conducting or taking part in tribal consultations with Federally Recognized American Indian Tribes.
  • High degree of competency with communication through writing.
REQUIRED EDUCATION AND EXPERIENCE
  • Bachelor's degree in anthropology or history specializing in archaeology, architectural history, historic preservation or a related field.
  • At least two years applied professional work experience in the last five years demonstrating a working knowledge of the essential duties and qualifications (listed above) applied to public lands management.
SUPERVISION
Supervision Received: Cultural Stewardship Senior Program Manager
Supervision Exercised: May supervise temporary workers, seasonal workers, or volunteers.
WORKING CONDITIONS AND REQUIREMENTS
  • Physical ability and willingness to work in adverse weather and field conditions year-round, sometimes navigating rough terrain while carrying heavy loads.
  • Ability to use all safety equipment and take appropriate safety precautions in outdoor conditions (wildlife and adverse weather conditions).
  • Ability to navigate rough terrain while carrying the equipment necessary to complete fieldwork tasks.
  • Ability to communicate with other staff and members of the public.
  • Office work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Frequently uses standard office equipment including personal computers, calculators, cell phones, and copy machines; vehicles including four-wheel drive vehicles; a range of relevant and appropriate tools and equipment.
  • Valid driver's license. Have and maintain an acceptable motor vehicle record.
