Job Description Summary: The City of Boulder is looking for a highly experienced public sector project manager to develop and serve as the lead for a new Office of Project Management for the City of Boulder organization. This position will coach, train, and facilitate city staff, particularly those with project management and work planning responsibilities, to help establish and sustain an effective project management culture in the organization. This position establishes and implements the roadmap for the new office, building upon existing project management offices in several departments within the city. The position collaborates with city project managers and oversees the identification, sharing, development and use of project management and work planning standards and practices to foster rigor, discipline and consistency in processes and procedures for all project work types, including policy and program establishment projects, capital improvement projects, planning, process improvements, and operations. The position supports the annual cross-departmental work planning efforts, establishing systems and consistent methodologies for resourcing and project management. This position coaches other staff around best practices in project management and develops and provides tools and resources for other city project managers and senior project managers. This position manages specific cross-departmental projects on behalf of the City Manager’s Office as needed. Job Description: ESSENTIAL DUTIES AND RESPONSIBILITIES Project Management Program Planning and Cross-Department Work Planning Facilitation: Develops the project management office services, based on priority needs and available resources. Facilitates cross-departmental decision-making with Directors and the City Manager’s Office to prioritize and undertake a set of activities to support best project management practices, establish department standard processes and procedures, and work planning practices. Identifies and builds teams of subject matter experts, consultants/contractors, and decision-makers for accomplishing project tasks and deliverables. Develops training materials and resources for project managers and facilitates decision-making processes for creation of an Office/Center for Project Management/Excellence. Performs Project Management on complex citywide projects: Serves as project manager for specific cross-department projects as needed. Develops project scope, charter and team. Manages project development, schedule development, vendor and consultant selection and coordination, decision making to stay meet project objectives. Monitors and evaluates project progress and budget. Provides information and resolves issues as needed to support timely decision-making. Facilitates the procurement, management and review of consultant deliverables as needed. Conducts analysis, development and documentation of project management and work planning processes: Uses breadth of professional project management experience to analyze, develop and implement project management and work planning improvements by evaluating present systems and processes, seeking staff input, developing recommendations for change, building consensus and implementing solutions. Develops and executes a process to operationalize and systematize existing city staff’s knowledge, experience, and practices, to make the city’s work more operationally excellent. Leads documentation, development and writing of project standards tailored to city needs. Creates tools to aid city leaders in work planning Manages and Implements Training & Coaching for Project Managers: Establishes and embeds the purpose, goals, and benefits of creating consistent project management and work planning processes, building and optimizing a sustainable office for project excellence practices over time. Leads and facilitates a group of experienced project managers across the city through formation of an advisory committee on project management best practices, growing the city’s internal expertise and resource repository. Organizes and facilitates directors, deputy directors, managers and supervisors to communicate and integrate project management and work planning best practices with their staff. Provides coaching to lesser experienced project managers and project teams on best approaches and practices and to guide through problem areas in their projects. Develops and performs training sessions on a variety of project management practices and tools. Experience in public sector, policy-based project management, including policy analysis, strategic thinking, research, policy development, and public engagement/public process facilitation. Ability to manage consultants, and delegate and coordinate complex assignments. Ability to professionally facilitate leadership across multiple disciplines to organize collectively and make data-driven decisions in a timely manner. Ability to facilitate good communication with and between key stakeholders. This includes providing information and obtaining feedback, listening to and respecting input, listening for high leverage opportunities, listening beyond the communication at the surface to hear the underlying intentions of others, encouraging participation, and directly addressing issues, as concerns arise. Ability to analyze complex problems, develop and present recommendations, write reports, produce requests for proposals and implement changes. Ability to coach, lead and mentor other professionals in project management efforts. In-depth knowledge of project management principles, practices and ability to use such tactics to achieve complex and long-term goals. Ability to work independently with minimal supervision, to assume responsibility, to prioritize and resolve problems, to work under pressure, to pay close attention to detail, to coordinate tasks to completion and provide quality control for responsiveness and customer satisfaction. Experience working on teams or various skills and focus. Excellent verbal and written communication skills, with the ability to effectively communicate and interact with the public and all levels of personnel within the city in a positive and cooperative manner. Solid knowledge of computer applications including project management software, word processing, spreadsheets . Have and maintain acceptable background information, including criminal conviction history and motor vehicle record. PREFERRED QUALIFICATIONS Master’s degree in Public Administration, Urban Planning, Transportation Planning, Engineering, Business Administration, or related field. Project Management Professional (PMP), Six Sigma Black Belt Certification or similar training programs/related certifications. Experience with community and/or organizational engagement and process facilitation. Experience supervising, coaching and training other employees. Experience working with local, state or federal government agencies. Related professional experience with an active and highly engaged university community. REQUIRED EDUCATION AND EXPERIENCE Bachelor’s degree in a relevant field (including public administration, urban planning, transportation planning, engineering, or related field) or any equivalent combination of education and experience. 5 years or more project management experience in a public sector agency. Supervisory experience mentoring other project managers. Experience in managing contractors/consultants. Experience in public sector and public engagement projects for a public sector agency. 7 or more years of demonstrated project management success, including performing administrative, planning, and organizational project responsibilities, and demonstrated ability to coordinate and manage complex projects involving people and organizations with competing interests and objectives.
