Job Description Summary:
Under limited supervision, to provide for natural and cultural resource protection, public safety, environmental education, and public land stewardship. Work as part of a professional and collaborative staff of Urban Rangers serving the needs of the natural resources and the community. Patrol Parks and Recreation property while providing visitor management through safety, code enforcement, roving interpretation, visitor education and contacts. Provide emergency response support for law enforcement and medical issues at parks and facilities. Prepare and deliver environmental education programs. Performs related duties as required.
The Urban Ranger program is currently funded through 2025 and as part of the 2025 budget development process, we will be working to outline the ongoing and sustainable funding for this program. The schedule for this position will be Wed-Sat 0700-1730, subject to change based on business needs.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Performs ranger patrol
As a limited commission park code enforcement officer, performs patrol, code enforcement, rules and regulations enforcement, visitor education and contacts, resource protection, and engages in roving interpretive opportunities on Parks and Recreation properties, and will be able to accomplish these tasks independently with little oversight.
Monitors Parks and Recreation properties and responds as needed to illegal activity, unsafe conditions, visitor aid, and land management needs; issues tickets or warnings for violations of Parks and Recreation rules and regulations.
Interacts with the public while on duty to provide information on natural history, management policies, and visitor opportunities.
Assists with and may coordinate emergency response, including administration of first aid.
Provide information to the public about facility and park resources; assist facility users in resolving problems and complaints concerning facility/park quality, availability, and the actions of other users.
Maintains daily logs of patrol shifts including time/location/content information on public contacts, problems encountered, wildlife and unusual plant sightings, resource damage, etc.
Prepares and delivers education and interpretive programs and resources
Develops and conducts environmental education programs for the general public, public organizations, special use groups and educational institutions, including nature walks, audio-visual programs, and recreational hikes.
Supports public education and outreach activities of Parks and Recreation Department.
Work collaboratively and cooperatively with teams to accomplish large and small tasks (e.g., agencies, partners, law enforcement, fire/EMS, wildlife agencies); lead volunteers, youth corps, or staff on work projects.
Interact with the public to increase awareness of parks rules and regulations and act as a community advocate; communicate with diverse and multi-lingual community members, represent the department at various public events.
Interpret rules and regulations relative to the facility/park and its condition and interpret information about the park system and natural resources; assure public safety, park security and resource protection by providing education to park visitors to encourage the proper use and enjoyment of parks and facilities.
Assists with preparing and presenting informational programs about the Parks and Recreation system to City Council, Parks and Recreation Advisory Board, and other public entities interested in the programs, components, and operations of the Department.
Assists with park maintenance on Parks and Recreation properties
Continuously inspects properties for hazards, unsafe conditions, or damage; corrects or reports problems to maintenance staff.
Performs minor repairs or requests assistance to remedy unsafe field conditions or land management problems that need immediate attention.
Perform daily park operation requirements, which may include park maintenance (e.g., trash, bathrooms, landscaping), natural resource projects and signage; safely operate powered equipment (e.g., chainsaws, weed eaters) and hand tools (e.g., sledgehammers, pick mattocks, round point shovels, rock bars, loppers, mini sledge)
Assists with training Urban Rangers
Acts as a field training officer for seasonal Urban Rangers and new Urban Ranger I’s; responsible for the oversight and successful completion of patrol, safety, and administrative competencies.
Under direction of the Urban Ranger Supervisor, creates, prepares, and instructs on topics relating to patrol, safety, de-escalation, defensive tactics, field operations, community resources, medical response and first aid, or natural resources.
Provides on-going feedback and development recommendations for seasonal and/or temporary Urban Rangers.
Participates in intra-departmental and cross-departmental projects and programs
Serves as a member and/or leader on cross-functional work teams within Parks and Recreation and the City overall.
Point of contact for the Urban Ranger Program when assisting on projects, programs, and events; provides information, guidance, and feedback based on the situation and relevant experience.
Participates in work planning efforts for the program with the Urban Ranger Supervisor.
Other
Performs related duties as required to meet the needs of the City of Boulder.
Knows and complies with all policies, including safety best practices.
Reports and takes personal responsibility for all accidents, damage to city property, and/or policy infractions.
MINIMUM QUALIFICATIONS

Demonstrated personal and professional honesty, integrity, and good judgment as shown in applicant’s criminal history, background, and motor vehicle record, and use of drugs and alcohol. Applicants who use, possess, distribute or grow marijuana or medical marijuana, and/or own, operate, or have any interest in a marijuana dispensary will be disqualified.
Have and maintain acceptable background information, including criminal conviction history.
PREFERRED QUALIFICATIONS
Previous law enforcement in a park setting.
No history of use, sale or possession of illegal substances
Current Emergency Medical Responder or higher medical certification.
Current Narcan administration training.
Fluency in multiple languages, specifically Spanish.
Knowledgeable about the flora and fauna of Colorado and Boulder County.
Comfortable working primarily in the outdoors and independently.
Experienced environmental educator and naturalist.
Proactive communication including written communication skills.
Independent and self-motivated; ability to complete tasks without direct supervision.
Ability to organize and prioritize competing requests for your time and attention.
Excellent people skills including conflict resolution.
Hiking and biking skills.
Resource stewardship education.
De-escalation experience and or training.
REQUIRED EDUCATION AND EXPERIENCE
Bachelor's degree in Natural Resource Management, Recreation, Forestry, Environmental Science, Wildlife Biology/Management, Ecology, or closely related area.
Or a minimum of three (3) years of experience in ranger services, natural resource management, or related field, or any equivalent combination of education and experience.
Must have a valid drivers' license and the ability to maintain an acceptable motor vehicle record.
Ability to obtain relevant certifications within one (1) year:
Emergency Medical Responder
OC spray, baton, and self-defense tactics
In addition to background, criminal and driving record information, a drug screening will be used after a conditional job offer is made to further evaluate the stated criteria and to provide supplementary information for the items listed below.
The following will disqualify any applicant from consideration for employment before or after the conditional employment offer is made:
Any felony conviction.
Any commission of a felony in the previous 60 months (five years), including felonious drug use or possession.
Any commission of non-traffic related misdemeanor within the previous 36 months (three years).
Any convictions and/or protective order(s) issued for domestic violence offenses which would preclude an individual from being around firearm(s).
The use, sale, possession, or transfer of any controlled substance including marijuana or medical marijuana will disqualify an applicant from this position. Applicants must be able to pass a drug screening at time of a conditional job offer.
Eight points or three moving violation convictions, or a suspended, restricted, or revoked license in the previous 24 months (two years).
Any false or untrue statements, or material omissions in the application and related paperwork or during the selection process.
Any other information which clearly demonstrates a lack of personal and professional honesty, integrity, and good judgment as appropriate for employment in a public safety position.

WORKING CONDITIONS AND REQUIREMENTS
Work a variable schedule, including nights or evenings, weekends, and holidays.
Ability to walk up to 10 miles daily.
Perform tasks in an outdoor environment in all weather conditions.
Lift and carry equipment.
Stand, walk, and kneel while performing duties over rough terrain on a regular basis.
Leverage effective communication skills, both written and verbal.
Adaptability to work under stressful situations and shifting priorities.
Perform basic maintenance duties using hand tools.
