Job Description Summary:
Under general supervision, to adhere to the court employees’ ethical code of conduct, to provide support to the daily operations of the violations bureau, and to perform related duties as required.
Job Description:
DUTIES AND RESPONSIBILITIES:
Performs a variety of duties to assist in the daily operations of the violations bureau. This includes the following:
Performs receptionist duties by answering the phones, greeting the public, answering routine questions, and referring visitors to appropriate areas.
Appropriately responds to questions from City staff and the public regarding traffic, general, animal, photo, and parking violations.
Provides accurate information to the public regarding city ordinances, state statutes, and court procedures.
Understands and makes accurate distinctions between giving customer service information and not giving legal advice.
Interacts with departments/agencies who file summonses with the court. This includes explaining procedures, answering questions, coordinating information, and communicating to enhance efficient court operations.
Disseminate accurate information regarding current case status, dispositions, and court ordered sanctions to departments, the public, and other agencies such as Colorado Bureau of Investigation, CCIC/NCIC, Probation Departments, Motor Vehicle Division, and United States Military Office of Personnel Management.
Understands and updates job knowledge in procedures involving access to public records, ex parte communication, and record retention.
Updates job knowledge through training in court procedures and customer service delivery.
Ensures adherence to policies and procedures set by Court Administrator, Judge, state statutes, and local ordinances. This includes the following:
Maintains court files and records.
Maintains confidentiality of records.
Processes traffic, general, animal, photo, and parking violations including data entry, payments, and deferred judgments.
Continues arraignment dates and payment plans within established guidelines.
Referees customer complaints regarding parking violations, and makes determinations regarding applicability of suspension criteria; proactively educates the public to deter further parking violations.
Authorizes Parking Management Officers to impound and boot vehicles.
Administers the close out of court files on completed or terminated cases.
Issues warrants, writs, outstanding judgments and defaults per judges’ order.
Responds efficiently and accurately in the cancellation of warrants, writs of commitment, outstanding judgments, default judgments, and boot/impound release.
Compiles materials for arraignment dockets.
Maintains and updates files, logs, and prior history cards.
Purges closed files in accordance with record retention guidelines.
Updates arraignment calendar, notifies Boulder Police Dispatch, City Attorneys’ office and other agencies of court dates and changes.
Performs, processes, verifies accuracy of, and maintains records of financial transactions. This includes the following:
Operates a cash register, processes payments, and completes deposits.
Monitors and ensures integrity of large amounts of cash in accordance with financial requirements.
Maintains expenditure and revenue records, compiles daily financial data, and creates appropriate audit trail.
Maintains cash fund and provides appropriate audit trail for the payment of jurors and witnesses.
Performs general bookkeeping duties.
Assesses the accuracy of bonds submitted. Processes and maintains accurate and detailed records of personal recognizance, cash, and surety bonds.
Performs routine duties. This includes the following:
Completes forms, including conviction reports, deferred payment forms, routine reports, and background checks for the United States Military.
Modifies and prepares written materials. This includes preparing routine correspondence, updating procedures/training manuals, and originating brief written materials.
Opens and disseminates department mail.
Performs duties required to open and close the violations bureau.
Prepares case files, operates labeling equipment, and accurately files cases.
Prepare statistical reports. This includes calculating, tabulating, and verifying the accuracy of data in daily reports, case disposition reports, and other daily counts.
Obtains driving and criminal history records and reports all convictions to the appropriate entities.
Oversees the fast tracking of cases pertaining to in-custody defendants, and works closely with judges on probable cause determinations. Coordinates with the Sheriff’s Office regarding maintenance of appropriate paperwork and incarceration and release forms.
Assist in the design and development of new programs, bond schedule, court procedures, summons forms, and photo violation letters.
Supervise and train temporary employees, volunteers, and interns. Participate in status checks and performance evaluations.
May perform Spanish interpretation at the counter, on the phone, in the courtroom, and at the jail, to assist court processes. Develop translations of court documents and forms.
Participates in the development of teams to provide increased efficiencies, and fosters an environment conducive to teamwork. This includes the following:
Achieves and maintains a consistent level of knowledge of co-workers’ duties.
Assists in the design and development of new procedures and forms.
Other:
Performs related duties as required to meet the needs of the city.
Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.
Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.
Generally, duties and responsibilities are listed from most to least critical or time consuming.

REQUIREMENTS:
High school diploma or equivalent.
Courteous and effective communications and interpersonal skills, including the ability to interact effectively with the public and personnel from other legal agencies.
Ability to pay close attention to detail and to maintain complex records and documentation.
Ability to maintain a high degree of confidentiality.
Ability to generate and interpret basic statistics and to perform basic mathematical calculations.
Good editing, proofreading, and grammar skills.
Ability to function independently and to act as a team member.
Ability to make routine decisions in accordance with laws, regulations, and departmental policies and procedures.
Strong organizational skills, effective and efficient time management skills, and excellent customer service skills within a position with inherent conflict.
Have and maintain acceptable background information, including criminal history.
Ability to acquire and maintain Colorado Bureau of Investigation operator security number.
DESIRED QUALIFICATIONS
Bachelor’s degree.
Knowledge of the state and local legal systems.
Knowledge of courtroom protocol, regulations, and procedures.
Strong computer skills, including experience with windows based word processing.
Bilingual Spanish/English; knowledge of languages other than English.

Physical Demands

Work Environment
