City of Blue Springs is Hiring a Superintendent of Recreation Near Springs, MO

JOB SUMMARY STATEMENT: Plans, directs, and supervises all aspects of the City’s recreation programs, special events, 50 adult senior services, sports leagues, instructional programs and cultural activities.

DUTIES AND RESPONSIBILITIES:

1. Plans, directs, and coordinates the City’s recreational, special events and senior programs.

2. Assists in the development of department policies and procedures, including program goals and fees.

3. Interprets and explains programs and activities to the public in consultation with the City’s Communication Manager; and develops and maintains public records and reports relating to division activities.

4. Assists in developing, conducting, and analyzing research and surveys relating to division activities.

5. Attends meetings, conferences, and training sessions related to recreation and leisure; and acts as the division’s liaison with local community groups and organizations.

6. Supervises, selects, trains, and evaluates recreational program full-time and part time employees and volunteers; reviews and/or approves work schedules, training, time sheets, and payroll documentation.

7. Assists in the annual preparation and supervision of the division’s budget, including forecasting and tracking revenue and expenditures, fees and charges. Assists in applying for, and monitoring grants from the Mid-America Regional Council related to Senior Services.

8. Assists in promoting, advertising, and marketing of division programming and activities through various avenues including social media, Canva, REACH, and Constant Contact.

9. Administers the City’s human resources policies and procedures within the division.

The above duties and responsibilities include those tasks, physical and mental requirements, visual requirements, unique physical surroundings and mental/cognitive abilities required to perform the essential elements of the position.

GENERAL QUALIFICATIONS:

1. Education and Special License(s)/Certifications – Bachelor’s degree in recreation or leisure administration or related field. Master’s degree preferred. Certified Park and Recreation Professional (CPRP) status through state and/or national professional organizations preferred. Must posses and maintain valid state drivers license. First Aid and CPR/AED and Food Handlers certification or obtain within 6 months of hire.

2. Experience – Five to seven years progressively responsible experience in recreation, leisure or related field.

3. Skills –Skill in effective verbal and written communication; skill in the effective administration of City and Department policies and procedures; skill in the operation of common office machines; skill in supervision of staff and ability to evaluate job applicant qualifications and employee performance.

4. Mental Requirements – Ability to organize, plan, and direct the work of subordinate staff; ability to prepare and maintain accurate records and reports; ability to identify trends, program needs, and opportunities within the recreation field; knowledge of aquatic, athletic, recreational, senior, and performing arts programs; knowledge of the principles and practices of recreational program management.

5. Physical Requirements – Must be able to sit, stand, walk, talk, and hear frequently; must be able to frequently use hands to operate, finger, handle, or feel objects, tools, or office machines; must be able to frequently reach with hands and arms; must be able to occasionally life, move, push, pull, or transport up to 50 pounds at least 25 feet; must have close vision and the ability to adjust focus frequently. Most work is performed in a modern office setting, which is usually moderately quiet; other work is performed in various aquatic, athletic, recreational, or performing arts settings where noise levels are frequently moderate to loud, and occasionally loud.

6. Supervisory Responsibility – Provides supervision to assigned full-time and part time professional, clerical, and volunteer staff.
