City Of Bloomington is Hiring a Public Health Program Supervisor (Community Resilience) Near Bloomington, MN

The City of Bloomington Public Health Division is seeking an individual to lead our efforts in building and enhancing community resilience in Bloomington, Edina, and Richfield by engaging the community in promoting, protecting and improving the health of all.

  • Manage a team comprised of Emergency Preparedness and Statewide Health Improvement Partnership (SHIP) program staff.
  • Oversee the development and implementation of community resilience initiatives to address vulnerabilities and enhance preparedness.
  • Collaborate with Communications staff as a subject matter expert to develop content for health materials. 
  • Establish and maintain relationships with key internal and external stakeholders, fostering a collaborative and supportive network for community resilience initiatives.
  • Lead the development of community-specific resilience plans, considering cultural, social, and economic factors that may impact resilience strategies.
  • Analyze and monitor community risk factors, providing regular reports and recommendations to enhance resilience efforts and assess impact.
  • Stay informed about emerging trends and best practices in community resilience, integrating innovative approaches into program development.

Supervises Community Resilience Team (50%)

Organizational Competencies: Leadership, Supervision, Work Plan Management

  • Supervises, guides, and instructs the work assignments of staff on the Community Resilience team comprised of the following program areas:
    1. Emergency Preparedness & SHIP
      • Manages compliance with all Emergency Preparedness and SHIP related grant duties on an ongoing basis including monitoring of program deliverables, reporting, program impact data, and budget.
      • Oversees all work related to building community resilience, SHIP and capacity including but not limited to sustainability initiatives, emergency preparedness trainings, climate emergencies, and protective factors that impact emergency preparedness in the community and decrease social vulnerability.
      • Oversees all emergency response activities including coordination of staff and volunteers for emergency roles and supporting policies for emergencies. 
      • Oversees team collaboration with EP and SHIP to support intersection of community work that creates impactful and sustainable community resilience.
      • Demonstrates thorough knowledge of EP and SHIP grant guidelines.
      • Attends regular cross collaborative meetings with Edina and Richfield to report on program progress and to garner community insights for PSE (Policy, Systems and Environmental) changes.
      • Keeps informed of activities or changes and assesses hazards that could affect the likelihood of and response to an emergency, as well as those that could affect response efforts and plan implementation.

  • Provides technical assistance on relevant projects within the division to support the performance management system and a culture of continuous quality improvement.
  • Supports employee engagement, inclusion, equity, and performance measurement efforts in the division

KNOWLEDGE, SKILLS, & ABILITIES REQUIRED

Knowledge of:

  • Current events that may have an impact on the communities the Division serves.
  • Population health approaches and frameworks.
  • Methods for problem-solving, conflict resolution, facilitation, change management and leadership.
  • How racial equity skills can be applied in public health and personnel management settings.

Ability to:

  • Demonstrate high-quality interpersonal communication skills such as interpersonal sensitivity, political astuteness, and group interaction skills to foster relationships.
  • Manage multiple concurrent projects.
  • Provide coaching, mentorship to staff and engage in team building activities.

  • Work flexible hours: occasionally working evening and weekend hours to attend meetings or events to meet Division and community needs may be required.

MINIMUM QUALIFICATIONS 

  • A bachelor's degree in public health, community health, mental health, nursing, or a related field with three years of relevant experience OR a master’s degree (or higher) in public health, community health, mental health, nursing, or a related field. 
  • At least two years of experience in leadership positions in nonprofit health, human service, public administration, or public health organizations.
  • Proficient in project management, including planning, implementation, and evaluation.
  • At least one year of experience overseeing grants, managing budgets, and meeting grant deliverables.
  • Understanding of disaster preparedness, risk reduction, and recovery strategies.
  • Understanding of approaches to address chronic disease prevention at a community level.
  • Experience advancing health and racial equity.
  • Experience developing trusted partnerships across sectors and within organizations.
  • Excellent interpersonal skills with an ability to engage and collaborate with diverse stakeholders.
  • Demonstrated leadership skills and the ability to inspire and motivate a team.
  • Access to reliable transportation required to perform job duties.

DESIRABLE QUALIFICATIONS

  • One year or more of supervisory experience directing the planning, implementation, coordination, and evaluation of a major program or division 
  • Experience working in the public health sector for a state, county, or municipal government.
  • Experience integrating diversity initiatives and social determinants of health into service delivery.
  • Experience in developing and implementing evaluation plans.
  • Experience with trauma-informed leadership
  • Professional Emergency Managers (PEM) Certification (earned or to be obtained within a specified period)
  • Experience with Project Management software, e.g. Smartsheet.
  • Ability to speak a second language, in addition to English, that has a recognized presence in the community (Spanish, Somali, etc.).

SUPERVISION OF OTHERS

This position does supervise others: Public Health Specialist – Emergency Preparedness, Public Health Specialist – Community Resilience, SHIP Coordinator, and SHIP Community Liaison

Anticipated Hiring Range: $88,159 – $93,528 Annually

2024 Full Salary Range: $88,159 – $117,530 Annually
