City of Bloomington, MN is Hiring an Equipment Operator - Street Maintenance Near Bloomington, MN

Primary Objective

To perform various types of manual, semi-skilled and skilled work and operate light, medium and heavy equipment involved in the repair and maintenance to City streets, signs, right of way, storm sewer system, and other municipal property. This position will be required to work alternative schedules including evenings, early mornings, and weekends, and holidays as required for the city's maintenance operations.

Examples of Duties

  • Assists in repairs and maintenance of the City’s streets, right of ways, signs, pavement markings, sidewalks, storm sewer system, and equipment including, but are not limited to:
    • Street: Pothole patching, paving operations, crack sealing operations, sealcoat operations, flagging and traffic control, median maintenance including weed control and street sweeping
    • Right-of-Way and Sidewalks: Tree trimming and removal operations, mowing and landscape maintenance, concrete sidewalk removal and repair.
    • Storm Sewer: Clean and repair catch basins, manholes, pipes and other structures. Aid in the maintenance and inspection of storm sewer system
    • Snow Removal: Snow plowing and salting, anti-icing, removal and hauling of snow and other materials
    • Signs and Pavement Markings: install, repair, and manufacture traffic signs, as well as installing pavement markings
  • Will work with materials such as bituminous, sand, gravel, black dirt, salt, paint and solvents.
  • Operate with a high degree of proficiency the following hand, power tools and engine powered equipment in association with street maintenance and snow removal operations
    • Hand power tools, small engine powered equipment, chain saws, pole saws, string trimmers and brush cutters
    • Light duty trucks, 3/4 and one-ton trucks, with dump bodies, plows and pulling trailers
    • Single and tandem axle dump trucks used in maintenance work for hauling, pulling trailers and snow removal and ice control operations
    • Skid-steer loaders with attachments
    • Front-end loader
    • Street sweepers
    • Aerial lifts
    • Large commercial wood chipper
    • Hydrostatic rollers
    • Misc asphalt repair equipment; crack routers, rubber melters, air compressors, jack hammers, hot boxes etc.
  • May occasionally operate the following heavy equipment:
    • Excavators
    • Motor Grader
    • Paver
    • Jet/ Vac truck
    • Oil Distributor
  • Knowledge of methods, equipment, and materials used in street, sign and storm sewer maintenance.
  • Perform all work in a safe, skilled and effective manner.
  • Demonstrates positive attitude toward job assignments and tasks to be performed.
  • Communicates with others relating to work assignments and progress of work or to convey information about conditions or work related needs.
  • Ensure both work spaces and equipment are maintained and kept at a high level of cleanliness.
  • May perform as a lead worker when necessary and assigned; accepts leadership responsibilities and shows initiative in recommending methods to improve safety, quality, and efficiency on the job.
  • May direct both full-time and seasonal staff
  • Maintains maintenance records and estimates and requisitions supplies, materials, and equipment when necessary and assigned.
  • Performs duties as outlined in maintenance compensation plan.
  • Responsible to work overtime, shift changes, or be on call as necessary or assigned.
  • Adheres to safety rules and procedures, and any work rules and policies that pertain to the Public Works Department, Maintenance Division, and/or the Street Maintenance Section.
  • When directed, assists with maintenance duties in any of the sections of Public Works Maintenance Division and/or any other Public Works Division.
  • Performs other duties and responsibilities as apparent or assigned.
  • Possess or complete CDL training for a class A commercial drivers license with endorsements within the first year of employment (City will provide training)

KNOWLEDGE, SKILLS & ABILITIES REQUIRED
  • Ability to read, understand, and follow written and oral instructions including safety rules
  • Ability to work independently with minimum supervision
  • Ability to work overtime, shift changes, including evenings and weekends, holidays or be on call as necessary or assigned

Minimum/Desirable Qualifications

MINIMUM QUALIFICATIONS OF EQUIPMENT OPERATOR– STEPS 1 - 4
  • High school diploma or equivalent
  • Valid driver's license and have the ability to drive
  • The ability to obtain a class A commercial driver’s license including: air brakes and tanker endorsements within the first year of employment (City will provide training)
  • Experience utilizing a tablet or personal computer with general word processing, spreadsheet, internet, and email functions

MINIMUM QUALIFICATIONS OF EQUIPMENT OPERATOR– STEPS 5 - 7
  • Must maintain all minimum qualifications listed above
  • Must complete minimum education coursework hours required to move to Step 5, Step 6, Step 7 (minimum of 8 hours; maximum of 72 hours of coursework); prior attainment of an Associate’s or Bachelor’s degree may count toward Step 5’s 8-hour requirement
  • Performs as lead when on job site
  • Possesses ability to operate all Street Division heavy equipment
  • In Street Supervisor’s absence, must be able to perform Supervisor duties as requested by Management
  • To achieve and maintain Step 5, Step 6, or Step 7, employee must meet and maintain all seven components of the Maintenance Division Compensation and Advancement Plan

DESIRABLE QUALIFICATIONS
  • Work experience in snow removal operations, including plowing, salting, and hauling snow
  • Work experience in street repair operations, including pothole patching, crack routing and median maintenance
  • Work experience operating maintenance vehicles such as dump trucks, street sweepers, and commercial snow plows
  • Experience in traffic pavement marking and signage work
  • Knowledge of the Manual of Uniform Traffic Control Devices
  • Certified in C.P.R. and First Aid.
  • Post-secondary education in a related field from an accredited college, university or technical school
  • Specialized certifications (i.e. forklift operation, tree inspection, Public Works Certificate, or other applicable fields)
  • Certification/graduation from community-based programs providing labor, maintenance, or construction skills training
  • Ability to speak a second language, in addition to English that has a recognized presence in the community. (Spanish, Somali, Vietnamese, Chinese Mandarin, Cambodian, etc.)

Supplemental Information

SUPERVISION OF OTHERS
May provide intermittent job site instructions to contract personnel or seasonal employees.
CONDITIONS OF EMPLOYMENT:
Must maintain the Class A commercial driver’s license

Anticipated Hiring Range: $2
9.03 – $33.24 Hourly
2024 Full Salary Range: $29.03 – $38.86 Hourly
