Position SummaryThe primary function of an employee in this position is to plan, organize, supervise,
coordinate and review the work of the Planning and Zoning Department, including
advance planning, current planning, development review, code/ordinance enforcement,
and managing the city geographical information system (GIS). Responsibilities include
supervision of professional, technical and clerical staff as well as oversight of nonemployee
professional staff. The individual in this position will act as a point of contact
for Economic Development. The individual in this position also has primary
responsibility for issuing permits, assisting applicants, conducting enforcement actions,
and providing staff support to the City Planning & Zoning review board. The Planning &
Zoning Administrator shall, exclusive of outside influence, render all decisions in a
manner consistent with the City zoning ordinance, City requirements and Idaho state
law. Additional Duties: This position will also be responsible for City Hall building
operations and maintenance coordination. Other duties may be required, assigned,
and expected commensurate with the administrative needs of the City. The principal
duties of the position are performed in a general office and outdoor environment that
may include working in adverse weather conditions. This position reports to the Mayor.

Primary ResponsibilitiesParticipate in the development and implementation of goals, duties, objectives and
policies of the Planning/Zoning Department.
 Coordinate related activities with other City departments, Bingham County
departments, Idaho state, and Federal agencies.
 Meet with citizens groups to gather input and provide information on community
development.
 Interpret ordinances and regulations as they apply to planning and zoning
applications. Supervise the administration of the comprehensive plan, zoning
ordinance, subdivision development, policies and priorities of the department.
 Review application requests and appeals submitted to the department with respect to
completeness, scheduling for design review and scheduling with the Planning and
Zoning Commission.
 Prepare and present technical staff reports on applications before the Planning and
Zoning Commission. Act in advisory capacity to the Planning and Zoning
Commission or committees and other Departments.
 Perform or direct field inspections relating to zone changes, special use permits,
variances and other special land use cases.
 Supervise land use regulations, prepare and draft ordinance revisions.
 Coordinates economic development activities within the City.
 Direct or perform investigations and field inspections relating to complaints or
violations of zoning and other land use regulations and resolve issues.
 Manages enforcement conflicts, mediates issues involving the public, property
owners and enforcement staff. Issues interpretations of ordinances and regulations,
and develops alternatives, based upon findings of facts and considerations related to
the comprehensive plan.
 Act as a resource advisor to the City Council by advising on procedural affairs,
conducting appropriate research and fact gathering.
 Confer with builders, engineers, contractors, attorneys and general public concerning
procedures, interpretation and application of City planning policies, ordinances and
conditions imposed on approved applications.
 Manage and develop the City geographical information system (GIS)
 Supervise and manage performance of assigned employees, including conflict
resolution, training, certification and payroll recordkeeping;
 Performs all work duties and activities in accordance with City policies, procedures,
and safety practices;
 Perform related duties as required.

Specialized Knowledge Knowledge of principles and practices of planning and zoning; laws underlying
comprehensive plans, environmental matters, zoning and land use divisions.
 Must possess a valid Idaho Driver’s License.
 Proficiency in ESRI software and GIS program management.
 Knowledge of Federal (OSHA) and state regulations and City policies regarding
safety training and safe work practices.
 American Institute of Certified Planners (AICP) Certification required within one (1)
year of hire date.
 GIS Certification required within one (1) year of hire date.

Experience, Skills and Qualifications A bachelor’s degree (BA) in planning or a related field is required, and a minimum of
three to five years of progressively responsible experience in municipal planning OR
any equivalent combination of education and experience that will provide the
required knowledge, skills and abilities needed to perform the functions of the
position.
 Professionally trained or Certified Planner preferred.
 Demonstrated ability to understand principles of organization, administration and
communication with the general public and governing boards (both orally and in
writing). As well as the ability to respond to sensitive inquires and/or complaints in a
timely and effective manner.
 Demonstrated ability to read, analyze, and interpret complex documents and spatial
data.
 Demonstrated ability to make effective and persuasive speeches and presentations
on controversial or complex topics to public groups, commissions or elected officials.
 Demonstrated ability to apply concepts of basic algebra and geometry to define
problems, collect data, establish facts and draw valid conclusions.
Essential Physical AbilitiesSufficient clarity of speech, hearing, manual dexterity and personal mobility and stamina,
with or without reasonable accommodation, which permits the employee to:
 discern verbal instructions, communicate with other employees and the public, and
discern warning or emergency alarms, including vehicle backup warnings;
 comprehend written work instructions and work orders, technical and operational
documents and diagrams;
 operate a variety of power and hand tools, including specialized meter reading
equipment, and to make adjustments to equipment;
 permit the employee to work in an office environment and perform field inspections.
 infrequently lift and/or move objects up to 50 pounds, and work in an outdoor field
environment
Sufficient visual acuity required by this job, with or without reasonable accommodation,
including close vision, distance vision, color vision, peripheral vision, depth perception
and the ability to adjust focus.
