City of Billings is Hiring a Solid Waste Supervisor Near Billings, MT

Salary Range: $31.5280 - $40.2097/hour. Salary reflects Step 1 and Step 6 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training. 

Work Schedule: Tuesday through Friday, 6:00 a.m. - 5:00 p.m.

Job Summary: 

Under direction, to supervise, assign, review and participate in the work of staff responsible for providing for commercial and residential solid waste collection and operation of the landfill; and to perform a variety of technical tasks relative to assigned area of responsibility.

Scope of Responsibility:

Sets precedent within limits and/or administers operating rules and procedures under management guidance, which affects a medium sized work unit, less than 10% of the organization, with moderate financial impact. Performs advanced troubleshooting or analysis; uses judgment to select from multiple known alternatives. Failures and successes impact the department or functional operations, with moderate financial impact on the overall organization. Requires frequent interaction to provide basic information and/or occasional interaction requiring detailed procedural explanations or technical responses, where relationships involve cooperation within the overall organization and/or directly interfacing with individual customers or vendors. 

Supervision

  • Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficien­cies; implement discipline and termination procedures.
  • Plan, direct, coordinate, and review the work plan for the Solid Waste Section; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures to ensure that correct, efficient, cost effective, and safe work procedures are followed.
  • Plan and layout work projects; prepare time, materials, and equipment estimates for jobs assigned; requisition materials as required; order parts as necessary and ensure parts ordered are received in a timely fashion; select appropriate equipment and materials to complete the work according to specifications, verbal instructions, and established procedures; adapt equipment and materials to meet specific requirement of the work to be accomplished. Plan, prioritize, assign, supervise and review the work of staff responsible for providing for commercial and residential solid waste collection and landfill operations.
  • Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing commercial and residential solid waste collection; assist in determining charges and services to commercial customers; implement policies and procedures.
  • Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements.
  • Inspect and verify work in progress and completed work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications; plan and supervise the filling and covering of landfill to establish grades.
  • Supervise the use of and operation of tools, equipment, and vehicles; ensure that tools, equipment and vehicles are safely operated, maintained, and secured when not in use; schedule the service, repair, and replacement of tools, and equipment. Supervise the monitoring and inspection of incoming waste to assure acceptance of only non-hazardous materials.

Division Operations

  • Prepare necessary records and reports; prepare project status reports; maintain records of projects, activities and materials used; supervise the maintenance of time, material and equipment use records.
  • Respond to and resolve inquiries and complaints; respond to and investigate customer complaints and initiate corrective action.
  • Participate in the administration of the Departments in-service training, safety, and energy conservation programs.
  • As required, serve as emergency contact 24 hours a day.
  • Perform the most difficult duties and equipment in the area of work assigned.
  • Operate and troubleshoot automated routing software.

Financial

  • Participate in the preparation and administration of the assigned budget; submit budget recommendations; monitor expenditures.
  • Sell and trade new and used solid waste containers to the public; deliver containers to new residents.
  • Identify location and type of services necessary for assessment of annexed properties.

Perform other duties as assigned.

Required Qualifications/Skills:

  • High school diploma or GED
  • Specialized training beyond high school in maintenance technology
  • One (1) year of lead worker or supervisory experience
  • Five (5) years of related work experience in public works, preferably solid waste collection or landfill operations
  • A valid Montana Class B Type 2 commercial driver’s license with air brake endorsement or must be obtained within ninety (90) days of employment

Preferred Qualifications/Skills:

  • Possession of a Manager of Landfill Operations Certificate
  • Knowledge of Microsoft Office 

Work is primarily outside in the elements. Working conditions require heavy physical effort, moving over 75 pounds, where effort is intermittent, less than 15% of the time. Working conditions require high attention to detail or deadlines occasionally (between 15% and 45% of the time). A typical workday involves exposure to disagreeable elements, at least one of which is intense, on an occasional basis (between 15% and 45% of time). Frequent driving is required.
