GENERAL SUMMARY:
Under the general direction of the Mayor and City Commission, provides overall adminis­trative supervision to all City of Benton Harbor departments and related agencies. Directs the implementation of all Commission Mandates and provides professional advice and authoritative recommendations on all matters before the Commission. Prepares, administers, and monitors the City's operating and capital budgets and directs and participates in all of the City's labor relations and personnel management activi­ties. Oversees city purchasing activities and participates in the design and implementation of major civic development projects. Assures the satisfactory provision of services to City residents, and takes overall responsibility for the maintenance of a favorable public relations posture for City government with City residents, surrounding communities and other local, state and federal agencies.
ESSENTIAL JOB FUNCTIONS:
An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.
  • Determines broad policy for operating departments, appoints department heads, and monitors activities for conformance to City Commission mandates, departmental objectives, and community needs.
  • Serves as final operating authority for budget, establishing the priorities of programs in relationship to income, authorizing expenditures, and developing funding mechanisms.
  • Proposes funding mechanisms, ordinances, and zoning regulations to the City Commission in the interest of orderly community growth and development.
  • As Personnel Director for the City, directs the negotiation of labor contracts with recognized employee groups and oversees the administration of those contracts, including the settlement of grievances. Performs personnel management activities regarding all City employees.
  • Regularly conducts staff meetings to coordinate departmental activities, receive progress and general briefing reports, and to identify and develop solutions to problems.
  • Directs extensive long-term planning projects and implements findings as appropriate, serving as member of development and planning groups. Analyzes City land use and development needs, conferring with developers, public service groups, citizens and representatives of industry. Develops funding, land acquisition, tax abatement and related programs as needed.
  • Attends City Commission, Board, and Committee meetings to provide advice and information on City operations, making recommendations on policies and actions required for effective and efficient administration of City government or civic development.
  • Prepares or directs the preparation of special studies and reports as requested by the Council. Reviews and presents analyses and findings and makes recommendations on appropriate actions.
  • As Chief Purchasing Agent for the City, directs the purchase, utilization, maintenance and control of City-owned land, buildings, equipment, materials and supplies. Provides control of inventories directly or through dele­gation.
  • Maintains extensive contacts with representatives of federal, state and county government to coordinate programs, funding, information and legislation related to a variety of common interests such as law enforcement, planning and community development, taxation, public services and utilities, transportation and roads, and other matters.
  • Meets with interested citizens and community groups on a variety of subjects relating to municipal administration.
  • Monitors proposed legislation at the state and federal level and recommends policy positions with respect to proposals which affect municipalities in general and the City of Benton Harbor in particular.
  • Keeps current on municipal government practices, reading extensively, attending educational seminars and exchanging information with other City Managers, Mayors, and various policy administrators.
  • Receives and answers correspondence and telephone inquiries relating to City operations, policies and positions on a variety of issues.
  • Directs City public relations activities, supervising the preparation of speeches, newspaper articles and newsletters to clarify City policies and actions, promote civic pride, or enhance the City's public image.
  • Performs other duties as required.
  • Maintains the utmost confidentiality in dealing with employee records and business information.
REQUIRED, SKILLS, AND ABILITIES:

  • Five years of progressively responsible municipal management experience.
  • Bachelor's degree in business administration, public administration, or related field preferred but not required.
  • Thorough knowledge of the laws, ordinances and related legislation pertaining to municipal operations and authority, budgeting and public information.
  • Considerable knowledge of the professional principles and procedures of city and organizational management.
  • Good knowledge of municipal financial and personnel management, contract negotiation and economic development.
  • Good knowledge of public relations practices and marketing. Skill in compiling and evaluating complex data and formulating policy and service recommendations.
  • Skill in managing diverse programs and services.
  • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with citizens, elected officials, employees, other governmental agencies and municipal professionals.
  • Ability to maintain records and prepare comprehensive reports.
  • Ability to effectively communicate and present ideas and concepts orally and in writing. Ability to work effectively under stress and changes in work priorities.
  • Ability to attend meetings scheduled after regular business hours.
  • Ability to train, supervise and evaluate the work of others.
  • A valid Michigan driver's license is required.
