Job Summary

The IT Department consists of 60 talented employees serving over 1,500 staff in 13 departments across 35 different locations. The IT Department supports the computers, applications, network, servers, communications, and services needed to support high quality City operations. As a full-service technology organization, ITD provides a wide range of services, include Network Systems and Security, Help Desk and Client Services, Application Development, Project Management, Technology Business Solutions, Geospatial Technology Services, and Digital Government with an annual operating budget of approximately $15 million. In 2020, the City of Bellevue won first place in the Center for Digital Government Digital Cities Survey for our work in advancing digital government and Smart City. As technology continues to evolve, ITD's partnership with customers is critical to successful technology adoption.
Essential Duties and Responsibilities

City of Bellevue is seeking a talented user-focused visual designer to join the Digital Government team in the award-winning Information Technology Department.
The successful candidate will be self-directed with a bias towards innovation with the technical skills to create effective and engaging designs across any medium or channel. This role is highly visible and will contribute to creating high-quality design standards and best practices to be followed by the organization.
  • Design and produce a wide variety of creative projects, for example, billboards, books, brochures, email templates, flyers, logos, mailers, posters, presentations, reports, signage, social media, video, visualizations, wearables, websites and user interfaces.
  • Collaborate with project managers, developers, and content creators on enterprise level projects from conception to stabilization. Ability to execute content, brand, language, and accessibility standards in such an environment.
  • Effectively manage multiple design requests simultaneously from all departments through service management and project tracking platforms prioritizing competing deadlines and observing service level agreements.
  • Engage with customers to understand their business needs and deliver clear, well-designed and intuitive content strategies, marketing campaigns, analogue materials, and digital assets.
  • Able to work with third party vendors within projects and direct them as needed to assist customers to project finalization such as printers, post offices, off-site designers, or translators.
  • Lead and manage design-related projects, products or function as a subject matter expert within the organization around design-related matters.
  • Use analytics, metrics, user experience research or user-centered design principles to initiate, iterate, and improve design solutions across analogue and digital channels.
  • Co-produce best practices for user-centered design, brand standards, translations, usability, and accessibility across the organization for all design formats.
  • Be a point of contact for any issues pertaining to public-facing design questions. Mentor and train others in human centered design best practices across the organization including but not limited to interns, junior designers, developers, and content creators.
  • Update and maintain usability and accessibility of the city's website and web applications.
  • Ability to design and build user interfaces from wireframe through code deployment using HTML, CSS/SASS, and minimal JS a plus.
Qualifications

Minimal Qualifications:
  • BA/BS degree and five years prior work or the equivalent experience.
  • Portfolio or samples of work demonstrating effective designs and how they were successful.
  • Prior experience with professional design software such as Adobe Creative Suite, Sketch, Figma, etc.
  • Minimum 3 to 5 years of progressively responsible experience in designing and executing omni-channel materials for various audiences. Experience directly managing multiple different clientele and projects at the same time.
  • Ability to evaluate existing products and materials to align with the City's current brand standards while providing content clarity, usability, accessibility, and translation support.
  • Ability to lead from where you are to collaboratively affect content, translation support, usability, accessibility, brand standards, and other process improvements.
  • Prior experience with human centered design principles such as personas, use cases, or other communication and visual design processes to improve the user journey.
  • Willingness to grow cross-functional design, development, content, or research skills as needed to continually improve resident experiences.
  • Ability to use quantitative and qualitative data to make content design decisions.
Preferred Qualifications:
  • Strong knowledge of design, accessibility standards (WCAG 2.0), digital and analogue brand execution across channels and languages.
  • Experience with brand development and visual design including color theory, typography, and UI patterns.
  • Experience formatting print jobs for pre-press and file management.
  • Experience co-developing or evolving entire marketing campaigns.
  • Experience with integrated or digital marketing, especially omni-channel or multiple channel ownership.
  • Knowledge of designing for both off-the-shelf and custom websites or web applications.
  • Experience designing for mobile (iOS & Android), wearables, television, or other digital signage.
  • Experience with content design and strategy to improve the end-to-end user journey via data, animation, or information architecture.
  • Experience with data-driven design, enterprise level applications, or rebrand efforts at scale.
  • Experience with content management systems such as Drupal.

  • Self-directed, well-organized and able to maintain high level of productivity with minimal supervision.
  • Capable of leading large projects and working with a variety of staff and residents.

  • Strong presentation skills and ability to present design concepts and solutions to a variety of collaborators and approvers.

  • Comfortable working in a collaborative, team-oriented environment.
  • Should demonstrate cultural sensitivity and awareness.

Paydays - The City of Bellevue pays employees on the 8th and the 23rd of each month (24 pay periods per year).
Please note that the City does not participate in the Social Security Administration (SSA) program, and employees do not earn social security credits. The mandatory DRS retirement pension plan provides the required social security replacement plan. Any social security benefits earned at other places of employment may be reduced because they are subject to the Windfall Elimination Provision or the Government Pension Offset.
