___________________________Project Inspector
FULL-TIME REGULARAnnual Salary: $52,000-$62,400 ($25.00-$30.00 an hour) depending on experienceDeadline: Applications are due by Monday March 18, 2024 no later than 5:00PM ____________________________ 
GENERAL PURPOSE:Under general supervision from the Development Services Director, performs project construction duties in inspecting public works construction to ensure compliance with codes and specifications; supervises surveying work and survey crew in public works construction projects.EXAMPLE OF DUTIES:
  • Observes public works construction projects and serves as project inspector. This entails assuring the contractor’s work conforms to the project specifications. This is accomplished by inspecting the contractors work on a daily basis; by keeping a daily record of construction activities, instructions and directions given to the contractor regarding plan and specification interpretation and any required change orders; coordinating with an independent testing lab any materials testing required by project specifications; by verifying quantities for payment on contractors monthly pay request; by providing for public safety during the project.
  • Coordinates/performs inspection/observation of road-street, utility, drainage, and private development construction for quality of materials, workmanship and compliance with engineered plans and city and other governing agency specifications and requirements.
  • Measure and verify quantities for paying monthly estimates and cross-reference source document books, material tickets, and testing reports.
  • Assure construction activities and documentation meet NMDOT and CFR standards and policies.
  • Coordinate with Development Services Director to ensure change orders are processed through agency procedures.
  • Coordinate and monitor all project activities.
  • Maintain public relations in the field during construction and defer to Development Services Director or consultant where necessary.
  • Coordinate approval of all project documentation and submittals.
  • Interpret the plans and specifications and related construction codes.
  • Verify construction activities meet contractor schedule.
  • Assure compliance with contractor’s Quality Control Plan
  • Reject defective and/or non-compliant material and workmanship in accordance with the contract, drawings, specifications, and codes.
  • Coordinates/monitors work of consultant construction services including Construction Inspection/observation; coordinates/observes surveying work for public works.
  • Coordinate other agencies working within City boundaries to ensure public safety and ensure protection of City facilities; coordinates road closures to maintain traffic flow.
  • Coordinates work with contractors and city departments.
  • Assists in issuing engineering permits; corresponds with contractors, other governmental agencies and the public on problems related to public works construction.
  • Performs/coordinates inspection of water mains, sewer lines, curbs, gutters, sidewalks, and road cuts.
  • Assures contractor completion and submittal of as-built drawings.
  • Coordinates with the department Directors and field personnel.
  • Inspects work sites for unusual problems or nonconformity to project specifications.
  • Coordinates with City Grant Coordinator and Finance Director for Maintaining Contractor Pay records issued by Workforce Solutions.
  • Works independently and completes activities according to work schedules with minimal supervision.
  • Oversees multiple projects at one time.
  • Effectively manage and meet critical time constraints.
  • Performs other duties as assigned.
Necessary Knowledge, SKILLS, and Abilities:
  • Knowledge of public works construction methods and materials; knowledge of contract administration and pay estimates; working knowledge of methods and Interpretation of soil analysis and density tests; working knowledge of surveying and surveying methods; knowledge of drafting and engineering.
  • Knowledge of water and wastewater, park, solid waste, and street construction techniques.
  • Knowledge of city, state, and national public works design specifications and standards.
  • Knowledge of computer networks, workplace software, and automation applications.
  • Knowledge of Department of Transportation design and construction specifications and standards.
  • Knowledge of NMDOT Manual and minimum testing requirements.
  • Must have or obtain NMDOT T/LPA Handbook certification.
  • Ability to establish and maintain effective working relationships with employees, supervisors, other agencies, and the public.
  • Ability to read and analyze technical information and write reports.
  • Ability to read and interpret blueprints; ability to establish and maintain effective working relationships with employees, contractors, other departments, and the public; ability to follow written and oral instructions; ability to communicate effectively, both verbally and in writing.
  • Ability to work with multiple funding agencies and their reporting processes and requirements.
MINIMUM QUALIFICATIONS
  • Must possess a valid New Mexico Driver's License.
  • High School Diploma or GED required.
  • Four (4) years of experience in public works construction, including major drainage infrastructure (stormwater channels, detention ponds, outlet structures) preferred.
  • Five (4) years of experience in construction of utilities preferred.
  • Experience with project budgets preferred.
  • Any equivalent combination of education and experience.
TOOLS & EQUIPMENT USED
  • Computer, including word processing, spreadsheets, and database software; engineering calculator; surveying equipment; slope level; motor vehicle; phone.

  • Work is performed mostly in field settings. Considerable outdoor work is required in the Inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate testing instruments, computers, and various pieces of office equipment.
  • While performing the duties of this job, the employee is regularly required to stand; sit; walk; talk or hear; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl.

  • While performing the duties of this job, the employee regularly works in outside weather conditions.   • The noise level in the work environment is usually moderate to loud.
