City of Bedford is Hiring a Senior Budget Analyst Near Bedford, TX

SUMMARY

Under the general direction of the Accounting Manager, responsible for coordinating the City’s budgetary operations and performance measurement program, assisting in the preparation and presentation of the City’s annual budget. Monitors department expenditures, assists departments with budget issues and assists in the preparation of financial reports for directors, City Management, and the City Council.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  1. Prepares annual budget document, both preliminary and adopted, including but not limited to, budget manuals and training materials. In addition, assists departments with unit cost information for budget purposes.
  1. Coordinates performance measure development and reporting with input and assistance from departments.
  1. Coordinates, analyzes, and inputs budget information into software system. Develops budget input forms and related instructions for City departments, as well as trains and/or assists departments with the input of detailed information into the budget system.
  1. Monitors department budget expenditures by preparing reports with data regarding significant variances and reviewing and analyzing department revenues and expenditures on a weekly/monthly/annual basis.
  1. Prepares a long-range financial forecasting model to assist in preparing annual budgetary projections in revenues and expenditures.
  1. Prepares preliminary departmental budgets for review.
  1. Reviews and analyzes revenue growth and fee/rate schedules including water/wastewater and stormwater.
  1. Coordinates the annual budget process, by preparing a budget calendar and scheduling departmental and city management meetings throughout the budget cycle. Assists in preparing all relevant notices in accordance with Truth-in-Taxation laws.
  1. Performs statistical research to further analyze and evaluate budgetary trends in revenue categories as well as expenditure categories and make recommendations.
  1. Prepares and distributes quarterly and other financial reports as requested by City Management and the City Council.
  1. Provides routine support to the department by assisting with accounting functions as needed (e.g. cash reconciliation, posting revenue/receivables, deposits, etc.)..
  1. May perform additional duties and projects as requested.

SUPERVISORY RESPONSIBILITIES

No supervision of subordinates except in the absence of both Finance Director and the Accounting Manager.

EDUCATION and/or EXPERIENCE

Bachelor’s degree in public administration, accounting and/or finance plus five years of experience or equivalent combination of education and work experience. Preferred – Certified Government Finance Officer (CGFO) or an ability to acquire within three years of accepting position. Municipal accounting or budgeting experience preferred.

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. 

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. 

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Valid Texas Driver's License.
  • Preferred – Certified Government Finance Officer (CGFO) or an ability to acquire within three years of accepting position.
