The City of Bastrop, nestled in the beautiful Lost Pines Region of Central Texas and just twenty minutes from Austin, serves as the county seat and regional retail center of Bastrop County. As part of this growing community, the City's Engineering Department recognizes that providing safe quality transportation, drainage, parks, water, wastewater and electric infrastructures is essential. The City is currently accepting applications for the position of Assistant Director of Engineering and Construction Management to join the Engineering Team.

Under the general direction of the Executive Director of Engineering and Construction Management, the Assistant Director serves as the City’s advisor on engineering matters and performs the duties of the City Engineer. Duties include, but are not limited to, developing, and managing the City’s Capital Improvement Program projects and providing engineering support to Engineering, and other City department including but not limited to Public Works, Development Services, and Bastrop Power & Light. Capable of exercising engineering knowledge to review, analyze, discuss, and make recommendations regarding a variety of complex engineering assignments within defined methods, procedures, and practices while demonstrating the highest professional ethics. Responsible for the annual development and implementation of the City’s 5-year Capital Improvement Plan in accordance with the City of Bastrop Comprehensive Plan and other Master Plans.
COMPENSATION
Salary is Dependent on Qualifications (Hiring Range: $97,219 - $115,562)
WORK SCHEDULE
Monday – Friday, 8:00 a.m.—5:00 p.m. Must also be able to work holidays, weekends, or after hours for meetings or during emergency situations as required. Regular and consistent attendance for the assigned work hours is essential.

ESSENTIAL JOB FUNCTIONS

Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. This is not a comprehensive listing of all functions and duties performed by incumbents of this class; employees may be assigned duties which are not listed below; reasonable accommodations will be made as required. Essential duties and responsibilities may include, but are not limited to, the following:
  • Leads the development and implementation of Utility Master Plans and utility impact fee studies.
  • Manages assigned capital improvement projects through project life cycle including, but not limited to, development of project scopes, cost estimates and schedules, consultant selection process, review of project plans and construction documents, acquisition of right-of-way, construction bidding, construction management, and project close out.
  • Responsible for developing, reviewing, and updating the City’s standard contracts, construction and design standards, and drainage manual in coordination with other City staff.
  • Prepares technical documents necessary to support ordinance requests to City Council.
  • Prepares and reviews City Council agenda materials and presentations.
  • Frequently attends and makes presentations to City Council, Planning and Zoning Commission meetings, and other board and commission meetings as requested by the Executive Director of Engineering and Construction Management.
  • Coordinates and provides engineering related support to other City departments including, but not limited, to Development Services, Public Works, and Bastrop Power & Light.
  • Reviews commercial and residential development plans for compliance with applicable development regulations and standards.
  • Assists in negotiating development agreements, public infrastructure agreements, and contracts as authorized or assigned.
  • Represents the City on various local and regional utility related work groups, and interfaces with developers, state, county, or municipal representatives, or other City staff members and officials; reports results, follows up on commitments, and makes decisions as authorized.
  • Interprets codes and standards as assigned; remains current regarding developing trends and changes in federal, state, and local regulatory practices.
  • Trains department staff and oversees the work of department personnel in project management, construction inspection, technical engineering reviews, and other related tasks.
  • Serves as the floodplain administrator, manages the City’s community rating system, if applicable.
  • Other duties as assigned by the Executive Director of Engineering and Construction Management.
  • The Assistant Director will be expected to work outside of regular business hours as needed, including during emergency situations (defined as any natural or man-made disaster that may or may not necessitate the relocation of City personnel or citizens).
  • In the event, of an emergency or required evacuation, may be required to remain at work (at an assigned location or remotely) to perform essential duties or provide needed services to assist the public, including duties and services different from those performed in the normal course and scope of the position.

MINIMUM QUALIFICATIONS
Education, Training and Licenses/Certifications:

  • Bachelor’s degree in Civil Engineering, with a minimum of six (6) years of experience in Public Works or Engineering Departments.
  • Experience in water and wastewater system modeling.
  • Professional Engineers License (P.E.) in the State of Texas.
  • Certified Floodplain Manager (C.F.M.), or the ability to obtain within six (6) months of employment.
  • Valid Texas Driver’s License with an acceptable driving record to be maintained throughout employment.
  • Required to complete all NIMS Incident Command Trainings.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES
Knowledge of:
  • Civil and Mechanical engineering concepts, practices, as it relates to design and construction of public infrastructure and private site construction.
  • Computers and related equipment, hardware and software related to the job.
  • Working knowledge of AutoCAD, ArcGIS, Bluebeam and hydrology/hydraulics computer software. Experience with Power BI is preferred.
  • Working knowledge of word processing, spreadsheet, database; ability to operate computer, computer software, and other standard office equipment.
Skilled in:
  • Gathering, processing, and analyzing data.
  • Soliciting information, cooperation and negotiating solutions to meet the concerns of citizens, neighborhoods, developers, and public officials.
Ability to:
  • Effectively manage a variety of projects, tasks, and responsibilities, ensuring an excellent quality of work as well as tending to all tasks in a timely manner.
  • Establish and maintain professionally effective relationships with internal and external customers.
  • Effectively communicate (verbal and written) and analytical skills.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Must be able to lift and carry up to 20 pounds and to pull, push, or drag up to 50 pounds of materials and supplies. Position requires walking, standing, and sitting for extended periods of time. Must be able to use eyes, ears, hands, and fingers to perform assigned duties and responsibilities. Requires the ability to work outdoors in extreme temperatures including heat, cold, and inclement weather.

In addition to a competitive salary, the City provides a generous benefits package that includes a mandatory retirement plan through Texas Municipal Retirement System (TMRS) at a 7% employee deposit rate with a municipal matching ratio of 2:1, a voluntary 457 plan, as well as comprehensive medical coverage, Health Savings Account (HSA), life insurance, paid vacation, paid sick leave and 13 paid holidays. The City pays 100% of employee medical and dental insurance and contributes 50% to dependent coverage.
