SALARY: $40,770.00 - $48,225.00 ANNUALLY

ELIGIBILITY: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
PHYSICAL EXAMINATION: Eligible candidates must pass a job-related physical examination administered by the City.
DRUG & ALCOHOL TESTING: Eligible candidates under final consideration for appointment will be required to submit to drug and alcohol testing. Testing is also required prior to promotion to a sensitive job classification.
CRIMINAL BACKGROUND CHECK: Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to authorize the release of and successfully complete a criminal conviction check.
PROBATION: All persons, including current City employees, selected from the eligible list resulting from this examination will be on probation for 6 months.
CLASS DESCRIPTION
A Towing Services Representative II interfaces with customers whose vehicles have been impounded by Baltimore City, resolves complex problems related to the abatement of abandoned vehicle referrals and resolution of customer complaints and facilitates the return, auction or disposal of vehicles. The work of this class involves leading towing services personnel but does not involve full supervisory duties or responsibilities.
Incumbents receive moderate supervision from a technical superior. Employees in this class work a rotating shift including weekends and holidays. Work is performed in an office setting where there are few hazardous conditions but where hostile or irate citizens may be encountered. Work requires minimal physical exertion.
SELECTION PROCESS

The training and experience of each candidate will be evaluated for appropriateness and quantity. It is essential, therefore, that you give complete and accurate information on your application. KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of Maryland State laws and Baltimore City ordinances pertaining to impoundment of vehicles.
  • Knowledge of customer service practices and procedures.
  • Knowledge of office practices, procedures and equipment.
  • Knowledge of common business Window-based application and software.
  • Knowledge of computerized data entry.
  • Skill in handling irate or hostile customers effectively, tactfully and calmly.
  • Skill in exercising tact, diplomacy and sound judgement in stressful situations.
  • Skill in evaluating and comparing basic information on various documents for accuracy and consistency.
  • Ability to synthesize the data from a variety of sources to determine applicability to specific procedures and regulations.
  • Ability to communicate clearly and effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with the general public, City employees and co-workers.
  • Ability to research records manually or utilizing computer.
  • Ability to access information from various databases.
  • Ability to operate common Window-based business application software.
  • Ability to understand, interpret, explain and ensure compliance with State laws and City ordinances, policies and procedures.
  • Ability to monitor, review and correct the work of others.
  • Ability to assess work of others and identify areas of deficiency.
  • Ability to develop, recommend and implement training.
MINIMUM QUALIFICATIONS
On or before the date of filing the application, each candidate must:
EDUCATION: Have graduated from an accredited high school or possession of a GED certificate
AND
EXPERIENCE: Have three years of experience performing public contact work involving resolution of vehicle impoundment related complaints and problems including data entry or word processing.
EXAMINATION PROCESS
