BRIEF POSITION SUMMARY
Performs entry level human resources (HR) management and administrative work for the State Human Resources Department. Work involves administering or assisting in the administrative support activities related to HR management programs including recruitment and selection, compensation, classification, employee relations, benefits, time, and leave. Provides administrative support to the HR department and managers.Reports to the Assistant Human Resources Director and works under close supervision, with minimal latitude for the use of initiative and independent judgment.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
  • Screens telephone calls and greets visitors to the department; routes calls and directs visitors to appropriate staff.
  • Takes and conveys clear, accurate and concise messages.
  • Assists with the coordination and administration of human resources activities related to general human resources work.
  • May assist in preparing and coordinating employee separation paperwork and out-processing.
  • Assists Benefits and Workers Compensation Coordinators.
  • Manages HR SharePoint and intranet for updates.
  • Assists with providing CAPPS support with technical issues and HR related updates.
  • Answers basic questions and resolves routine issues related to the human resources management programs.
  • Maintains confidential filing (electronic and hardcopy), recordkeeping, and records management systems; assists with destruction of records in accordance with the agency records retention schedule and in coordination with the Records Retention Manager.
  • Assists in preparing and updating job descriptions and ensures signed copies of employee job descriptions are retained in personnel files.
  • Tracks due dates and sends reminders for employee performance evaluations.
  • Prepares and distributes retirement and service awards.
  • Compiles and enters data for databases, summaries, reports or tracking purposes.
  • Performs office and clerical support services as tasked and may assist with special projects as needed.
  • Creates and/or edits forms, brochures, manuals, and other documents.
  • Conducts prior state service verifications for new employees and responds to verifications of employment for current and previous employees.
  • May assist the Time and Leave Specialists with entering or updating timesheets in the CAPPS system.
  • Reviews and routes office mail and other correspondence.
  • Coordinates and processes travel related forms and documents as needed.
  • May assist in organizing meetings, training classes and new hire orientation.
  • May assist in conducting new employee orientation and processing new hire forms.
  • Maintains office supplies and equipment.
  • May prepare, enter, and manage requisitions for goods and services in the procurement system.
  • Handles sensitive and confidential situations accordingly.
  • Assists in developing, updating, and/or maintaining administrative or technical assistance policies and procedures.
  • Assists in maintaining accurate employee and supervisor email distribution lists.
  • Assists in the preparation of training and new employee orientation materials.
  • Complies with all applicable security and safety rules, regulations, and standards.
  • May draft, edit or distribute correspondence.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, missions, and other requests to include holidays, evenings, and weekends.
  • Performs all other related duties as assigned.
WORK HOURS: Monday - Friday, 8 hours a day, 40 hours a week
Qualifications:
MINIMIUM QUALIFICATIONS
EDUCATION:
  • Graduation from an accredited four-year college or university is required. (Substitution allowed).
PREFERRED EDUCATION:
  • Graduation from an accredited four-year college or university with major coursework in human resource management is preferred.
SUBSTITUTION:
  • Additional years of experience working in human resources may substitute for the required education on a year-per-year basis.
EXPERIENCE:
  • Six (6) months' experience working in human resources is required.
  • Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.
PREFERRED EXPERIENCE:
  • Experience working in a human resources department for a state agency or in a military environment is preferred.
  • Experience using SharePoint, Adobe Pro, PeopleSoft, and/or Visio is preferred.
  • Experience using the HR/Payroll module of the Centralized Accounting Personnel and Payroll System (CAPPS) is preferred.
REGISTRATION, CERTIFICATION OR LICENSURE:
  • Valid driver's license is required.*If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
OTHER REQUIREMENTS:
  • Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

PHYSICAL/WORKING CONDITIONS
Work is typically performed in a sedentary office setting involving sitting, standing, and walking. Must be able to squat, bend and crouch to reach filing systems. Must be able to remain in a stationary position for approximately 50% of the time. Exposure to normal office temperatures and noise. Work requires extensive use of computers, telephone, and related equipment. May lift, carry, move, and/or set up equipment and materials that weigh up to 25 pounds.
