City of Arlington is Hiring a Public Works Operations Supervisor Near Arlington, TX

Plans, organizes, and supervises the operation, maintenance and repair of city streets, drainage structures and related facilities, traffic signals, traffic control equipment, traffic signs, pavement markings, and warehouse operations.


Essential Job Functions

1. Ability to plan, organize, direct and manage field operations projects and programs to meet department work plan objectives. Responsible for planning of work and available resources, in addition to daily scheduling.
2. Ability to design and maintain programs to train and cross-train employees on related maintenance, construction, and safety practices and procedures. Responsible for designing training programs that meet employee development needs. Monitor employees’ performance and prepare evaluations with input from Crew Leaders.
3. Ability to prepare and maintain related performance management reports using Microsoft products, CarteGraph, and Lawson. Analyze reports in order to plan work and prioritize resources.
4. Ability to be responsible for and accountable for inspecting all work. Responsible for preparing, maintaining, modifying, and initiating standard operating procedures (SOPs) and job safety analysis (JSAs).


Other Job Functions

5. Ability to fill in for Public Works Operations Manager as needed.
6. Ability to plan, coordinate, and manage emergency management operations.
7. Ability to ensure compliance with and adherence to federally mandated regulations.
8. Ability to be responsible for responding to and documenting responses to citizen requests.
9. Ability to be responsible for responding to and documenting responses to requests from other public agencies.


MINIMUM QUALIFICATIONS

Knowledge Skills and Abilities:

  • Knowledge of accepted supervisory and training methods, practices, and procedures.
  • Knowledge of related construction techniques and procedures.
  • Knowledge of national, regional, and local engineering, construction, and operational practices.
  • Knowledge of City, Department, and Division budgeting principles and practices.
  • Knowledge of Public Works Field Operations standard operating procedures and division policies.
  • Knowledge of national, state, and local safety rules and regulations.
  • Knowledge of CarteGraph work management system or similar systems.
  • Knowledge of Microsoft Office applications.
  • Skill in organizing, planning, scheduling, supervising, and coordinating the work of multiple crews and contractors.
  • Skill in designing, constructing and repairing public streets/drainage facilities, signals, signs and pavement markings.
  • Skill in leading skilled and semi-skilled trades and crafts workers.
  • Skill in training staff in related maintenance and construction techniques.
  • Skill in managing emergency operations during critical events.
  • Skill in effectively communicating orally and in writing with citizens, staff, contractors, and other departments.
  • Skill in maintaining accurate data, records, and reports.
  • Ability to serve as department liaison at public meetings.
  • Ability to respond to requests and inquiries from the general public.
  • Ability to interpret and apply rules, regulations, laws, ordinances, and policies.
  • Ability to communicate clearly and concisely.
  • Ability to effectively communicate technical information.
  • Ability to prepare and maintain accurate and complete records.
  • Ability to apply principles of logical thinking to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to establish and maintain positive and harmonious working relationships with those contacted in the course of work.
  • Ability to lift or exert forces equivalent to 50 lbs.
  • Ability to work in an indoor and outdoor environment.
  • Ability to operate a motorized vehicle.


Qualifying Education and Experience:

An Associate's degree in business administration, construction management, public administration or related field plus six-years experience in a supervisory or lead capacity performing similar work, or any equivalent combination of education and/or experience is required. Prefer certification from Texas Engineering Extension Service or other public works certification(s). A valid Texas Driver License, Class C is required. Must obtain Class "A" commercial driver license within six (6) months of employment.
