GENERAL DESCRIPTION
This is responsible management supervisory and professional work in planning, budgeting, organizing, and directing municipal public services operations including all Utility Operations, Sanitation, Streets, Fleet, Administration, and Design Engineering. Work is performed under the general direction of the Public Services Director and is carried out with considerable independent judgment and initiative.
ESSENTIAL JOB FUNCTIONS
  • Prepares annual improvement plan, long range schedules; organizes, budgets and directs municipal public service activities and functions.
  • Consults with subordinates and schedules recurring maintenance for efficient and economical performance.
  • Reviews job lay-out and cost estimating duties.
  • Responsible for ensuring that complaints are investigated and that appropriate action is taken to resolve the problem in a timely manner.
  • Supervises the purchasing and inventory control activities within the Public Services Department.
  • Supervises the Utilities Operations, Design Engineering, Sanitation Division, Street Maintenance Division, Fleet Management Division and Administration Division.
  • Reviews and/or prepares for the Utilities Division, Design Engineering Division, Sanitation Division, Street Maintenance Division, Fleet Management Division and Administration Division personnel actions including hiring, reviewing of job performance, evaluations, discipline of employees and terminations.
  • Develops and executes department policies, procedures, and methods to ensure effective operations.
  • Administers adequate training programs for divisional employees. Ensures that all employees are trained to operate under existing safety guidelines and that proper equipment and PPE is utilized.
  • The Assistant Public Services is on 24-hour call, if problems should arise needing his/her expertise.
  • Performs any other duties or tasks that may be assigned
KNOWLEDGE, SKILLS & ABILITIES
  • Through knowledge of the principles, practices and procedures of maintenance, construction and repair as it applies to municipal public services activities. Thorough knowledge of materials, supplies and equipment used in public services.
  • Thorough knowledge of the laws and regulations relating to the planning, construction and operation of various public services facilities.
  • Knowledge of modern methods and techniques of civil engineering as it applies to the design, construction and maintenance of public services facilities.
  • Ability to establish and maintain effective working relationships with City officials, other departments within the City, contractors, private agencies and the general public.
  • Ability to plan and schedule, coordinate and review the work of subordinates in a manner conducive to full performance and high morale.
  • Ability to express one's self clearly and concisely, orally and in writing as will be called to make presentations to City Council and other groups from time to time.
MINIMUM QUALIFICATIONS
  • Bachelor's Degree in Civil Engineering and 5 years working experience in water, sewer, reclaim, and utilities, as well as infrastructure maintenance.
  • Must possess a Professional Engineer's license at the time of hire.
  • Must possess valid State of Florida driver's license.
EQUIPMENT USED
Communication equipment, (ie, radio, telephone) computers, copy machine, multi-line phone system, fax machine, photo, video and audio hardware, various hand tools and various motor vehicles.
PHYSICAL REQUIREMENTS
Work involves very frequent standing, walking, sitting, bending, stooping, prolonged periods of sitting at a desk, and working on a computer. Constant speaking, hearing, writing, reading, editing and detailed inspection. Frequent typing including CRT with attention to detail. Work includes occasional lifting 0-40 lbs., pushing, pulling, digging, reaching over head and climbing.
JOB LOCATION
All City owned buildings, parks, grounds and recreation facilities. Any off-site locations and facilities utilized as part of the City's participation or involvement in an event, activity or job assignment.
