General statement of duties
Supervises and coordinates clerical-accounting tasks and/or independently performs accounting tasks; does
related work as required.
Distinguishing features of the class
Positions in this class involve responsibility for computer based payroll system for the entire City payroll,
personal property tax assessments billing, utility billing, City-wide accounts payable, fixed asset accounting,
computer software and hardware inventory and user assistance and training, or other processes and
responsibilities on an equivalent level. An Accounting Associate III is required to have a thorough knowledge
of accounting procedures pertaining to special assignment(s) and demonstrated skill in supervising and
obtaining the cooperation of others involved, often in somewhat difficult work situations. The work is performed
under the supervision of an Accountant or other supervisor with considerable leeway for the exercise of
judgment and planning details of account-keeping specialty.
Examples of work (illustrative only)

Sets up accounts, coordinates work of others involved and ascertains that proper data is inputted in the
computer;

Monitors computer programs ascertaining that accounts are maintained in accordance with the prescribed
accounting principles and practices;

Discusses and conducts correspondence with State officials and others involved in the accounting
specialty to which assigned;

In a line or staff capacity, trains subordinates in clerical-accounting procedures, reviews work in process,
solves difficult or unusual problems, and reviews work upon completion for accuracy and compliance with
procedures;

Oversees the preparation of monthly and other periodic and special accounting reports;

Keeps abreast of developments in accounting specialty to which assigned;

Performs a wide variety of related account-keeping and supervisory tasks;

May substitute for Accounting Associates II or Accountants in their absence;

Constructs and administers special customer payment arrangements;

Monitors State assessment data, recognizing errors and omissions and secures a satisfactory resolution;

Researches departmental financial and purchasing data, and works with vendors to resolve payment
issues;

Maintains current fixed asset accounts including processing annual inventory, additions, transfers, and
deletions of assets, reconciliation with the financial system, the Annual Motor Vehicle Administration
report, and Anne Arundel County’s annual report of Land Tax Accounts, and other tasks related to fixed
asset accounting;

Assures the prompt and accurate payment of all City invoices; verifies compliance with City procedures
and correct posting to financial and vendor accounts;

Creates and maintains database for all City software and hardware, creates various forms and templates
for departments, and does related work;

Reconciles City bank accounts;

Processes payroll for all City employees, generates reports, transmits direct deposit to bank and reports to
banks and vendors, and does related work;

Conducts utility billing;

Produces bills or checks according to assigned specialty.
Required knowledge, skills and abilities
Thorough knowledge of clerical-accounting methods used in keeping fiscal accounts and records, and of office
terminology, procedures, routines and equipment; thorough knowledge of business arithmetic and English;
ability to understand and carry out complex oral and written directions; proficiency in basic word processing
and spreadsheet applications, the City’s accounting software, and the Internet; ability to get along well with
others, and to plan and supervise the work of others; good judgment and discretion; mental alertness; good
physical condition; vigor.
Acceptable experience and training
Associates degree including or supplemented by successful completion of courses in business math,
accounting, business management, speech, writing, and organization and at least four years of full time
experience of an increasingly responsible nature in clerical accounting, at least two years of which is in the
complete process of the accounting specialty using an automated system; or any equivalent combination of
experience and training which provides the required knowledge, skills and abilities.
