CITY OF ANNAPOLIS is Hiring an ACCOUNTANT Near Annapolis, MD

GENERAL STATEMENT OF DUTIES: Performs professional accounting tasks with emphasis upon
the analysis and solution of financial management problems and the review and monitoring of
postings to the General Ledger and supporting subsidiary ledgers and accounts; does related work as
required. This position responsibilities will focus on budget and grant administration and
management.
DISTINGUISHING FEATURES OF THE CLASS: The positions in this class call for the application of
previously acquired professional accounting skills in the solution of a wide variety of accounting and
financial management problems. Line or staff supervision may be exercised over the work of Account
Clerks. Individuals in this position must be able to research, organize, analyze, and evaluate data
from multiple sources and present it clearly and effectively in various media. This position includes
providing support to superiors and the ability to teach, coach, and supervise subordinates and their
work, and the ability to work effectively and courteously with others. The work is performed under the
direction of the Finance Director, Deputy Finance Director or the Accounting Supervisor.
EXAMPLES OF WORK: (Illustrative only)

Develops control logs and related procedures to check validity of operator input into computer;

Analyzes cash flows;

Advises department heads and other City officials on the solution of accounting and related
problems;

Assists with financial reporting, including all aspects of the Comprehensive Annual Financial
Report and in the analysis and preparation of other internal and external financial statements
and reports;

Prepares analyses of the general ledger, budget, and other accounts, and performs research
and analyses of various projects;

Inspects revenue and expenditure accounts for accuracy and completeness;

Monitors and regularly analyzes and evaluates operating and capital improvement budgets
and their administration, and makes recommendations for amendments and/or adjustments to
budgets and improvements in internal control procedures;

Trains and advises Account Clerks on procedures to be implemented to establish effective
budget controls;

Prepares year-end and other regular and special analytical financial management reports;

Assists in general ledger closings, including: daily, weekly, quarterly, and annual cycles;

Inspects revenue and expenditure accounts for accuracy and completeness and prepares
analytical narrative reports to accompany detailed monthly accounting reports;

Exercises responsibility for maintenance of City’s Long Term Debt Records;

Monitors all Capital Project financial accounting records;

Assists Account Supervisor in the preparation of work sheets and reports in order to proceed
with annual audit;

Performs a wide variety of related financial management studies for the finance Director and
Mayor;

Performs cash and cash flow analyses;

Prepares cash reconciliations;

Performs other related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of accounting principals and
familiarity with governmental accounting practices, knowledge of internal operations and standard
office and business practices. The ability to apply previously acquired knowledge of commercial and
governmental accounting principles and procedures to a variety of transactions. Proven aptitude and
interest in accounting principles and methods Skill in preparing accounting, financial and statistical
statements and compiling basic and supporting data. Ability to interpret accounting and financial data
and to solve a variety of routine accounting problems. General knowledge of municipal finance and
budgeting; knowledge in information technology related to relevant software applications, procedures
and controls and proficiency in business computer applications. Ability to work effectively with officials
and other employees. Other essential personal attributes include: strong work ethic and initiative,
good judgment, core values and critical thinking, effective verbal and written communications skills.

ACCEPTABLE EXPERIENCE AND TRAINING: Graduation from a college or university of
recognized standing with major work in accounting and at least two years professional level
accounting experience~ preferably in governmental accounting or any equivalent combination of
experience and training which provides the required knowledge, skills and abilities.

and write reports, correspondence, instructions, etc.
Hearing ability: sufficient to hold conversation with other individuals both in person and over a
telephone; ability to hear recording on electronic devices.
Speaking ability: sufficient to communicate effectively with other individuals in person and over a
telephone.
Freedom from mental disorders, which would interfere with performance of duties as described.
