$75,420.80 - $96,262.40 Annually

The Public Works Department is seeking a Traffic Signal Technician I / II to provide preventative maintenance of traffic controllers, troubleshoot and repair malfunctions in the City's traffic signal infrastructure and fiber optic communications to the Transportation Management Center, inspect electrical work on traffic signals; adjust signal timing and make minor modifications to traffic signals in construction zones.

DISTINGUISHING CHARACTERISTICS:
Traffic Signal Technician I – Positions in the classification perform at the entry/journey level of the Traffic Signal Technician job series. They include employees who have some related or prior occupational experience and will progress rather quickly toward performing the full range of duties of the Traffic Signal Technician II. Working under close supervision in a training mode, assignments are routine and repetitive in nature. Decisions are made within established procedural frameworks.
Traffic Signal Technician II – Positions in this classification perform at the journey level of the Traffic Signal Technician job series. They include employees who have substantial and directly related or prior occupational experience and perform the full range duties assigned to the position. They work under moderate supervision with only guidance, instruction or assistance, frequently in the absence of a supervisor. Work is normally reviewed only upon completion and for overall results. This class is flexibly staffed and is normally filled by advancement from the I level or when filled from the outside, requires prior work experience.
The City of Anaheim reserves the option to hire at either Traffic Signal Technician I or II level based on candidate qualification, selection process, and needs of the department.

Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
  • Perform preventative maintenance checks on traffic controllers operations and timing plans; conduct walking surveys and visual check of signal hardware.
  • Coordinate with the Traffic Management Center (TMC) on traffic signal operations; troubleshoot, maintain, and oversee installation of miles of communication cables, fiber optic cable from pedestals, boot connections, aerial, to underground.
  • Assist in reviewing and commenting on traffic signal design plans, traffic control plans and traffic signal cabinet prints.
  • Perform field inspections of electrical work with respect to the traffic signal infrastructure ensuring that new or modified, comply with the City and national electrical code, to meet the intended operations of the traffic signal infrastructure.
  • Adjust timing and make minor repairs to traffic signals.
  • Oversee the traffic signal maintenance and repairs by traffic signal contractors; for compliance with all City and State requirements.
  • Maintain all signal timing records in cabinets.
  • Meet with contractors, manufacturers, representatives, engineers and field inspectors to resolve field problems related to traffic signal operations.
  • Set signals, traffic loops on temporary safe timing at construction sites.
  • Respond to trouble calls and emergency situations on an on-call basis.
  • Provide information to the public concerning traffic related activities.
  • Order and maintain traffic controller replacement part inventory.
  • Perform related duties and responsibilities as required.

Qualifications

Traffic Signal Technician I:
  • Equivalent to some experience in traffic signal maintenance and troubleshooting, or a traffic signal level I technician certificate.
  • Knowledge of modern methods, materials, equipment and standards of traffic signalization and operations electrical work; electronic components and electrical code; traffic safety procedures, delineation with cones.
  • Ability to read and interpret plans, wiring diagrams, blue prints and technical regulations; learn computers and software used in traffic signal controllers; learn to maintain and troubleshoot communication cable and traffic signal operation with the TMC; deal diplomatically with contractors, the public, manufacturers and other City employees; learn to maintain accurate records; operate a forklift; and establish and maintain effective working relationships with those contracted in the course of work.
Traffic Signal Technician II:
In addition to the qualifications for the Traffic Signal Technician I:
  • Equivalent to some experience in traffic signal technician work involving troubleshooting and maintenance comparable to a Traffic Signal Technician I.
  • Knowledge of computers and software used in traffic signal controllers; proper computer software installation and change outs; communication cable maintenance and troubleshooting; and traffic signal procedures and operations with the TMC; testing equipment used in electrical and mechanical troubleshooting.
  • Ability to apply technical knowledge and follow proper traffic signal operation practices and procedures; determine priorities and make independent judgments in emergency situations; coordinate and review the work of traffic signal contractors in the field; bring a cabinet/controller on-line with the TMC; test and troubleshoot communication cable; communicate using a two-way radio.
Traffic Signal Technician I:
  • Possession of a valid California Driver’s License by date of appointment
Traffic Signal Technician II:
  • In addition to the qualifications for the Traffic Signal Technician I, must possess a Level I and Level II International Municipal Signal Association (IMSA) Technician Certificate and an IMSA Work Zone Safety Certificate, by date of appointment.

RETIREMENT BENEFITS – The City contracts with the California Public Employees Retirement System (CalPERS) to provide retirement benefits. Retirement formula is based on appointment date and membership status with CalPERS.

Note: Pension contribution limitations are set by CalPERS each calendar year, with compensation limit requirements for Public Employee Pension Reform Act (PEPRA) members and Classic members. Employee contributions will be deposited into a 401(a) account after reaching this limit. Employees with CalPERS membership dates prior to July 1, 1996 are not impacted by these limits.
