SUPERINTENDENT PUBLIC WORKS
SEWER/HYDRANT

An Overview
Alexandria's Department of Transportation and Environmental Services is ready to hire a forward thinking, talented, hardworking, and highly responsible professional to serve as the new Superintendent managing the existing sanitary sewer and hydrant maintenance group. This position demands team building and dynamic leadership skills as well as a strong technical background in related work.
This is an exciting opportunity to leverage a highly skilled team, supported by strong resources and cutting-edge technology, to meet and exceed Department and Citywide strategic performance measures and goals.
This position plans and oversees all the activities of the sewer, and hydrant maintenance crews.
They would be responsible for all aspects of personnel management, budget planning and tracking, and strategic performance management. Team members supervised include an Assistant Superintendent, Inspectors, Labor Supervisors, Heavy Equipment Operators, Equipment Operators, and Laborers. Supervision is received from the Division Chief of Public Works Services, but considerable latitude is granted for independent performance of duties.
The Opportunity – Examples of Work
  • Project Planning: The sewer construction superintendent is responsible for coordinating and developing detailed project repair scopes, including timelines, budgets, and CIP resource allocation. They collaborate with other stakeholders to ensure that all necessary permits and approvals are obtained, and that the project is following relevant codes and regulations.
  • Team Supervision: The superintendent oversees the work of a team of construction workers, including laborers, equipment operators, inspectors, and assistant superintendent. They provide guidance, assign tasks, and ensure that work is completed according to specifications and safety standards.
  • Material and Equipment Management: The superintendent is responsible for overseeing the procurement, delivery, and inventory management of construction materials and equipment. They coordinate with suppliers and vendors to ensure timely delivery and maintain proper documentation of materials used.
  • Safety Management: The superintendent prioritizes safety on the construction site. They are responsible for enforcing safety protocols, conducting safety meetings, and ensuring that all workers have the necessary training and protective equipment. They work closely with safety officers and conduct thorough accident investigations and reporting.
  • Project Reporting and Documentation: The superintendent regularly communicates project progress to management and stakeholders. They prepare and submit progress reports, including updates on costs, schedules, and any challenges faced. They also maintain detailed project documentation, including drawings, and change orders.
  • Coordinates street and/or maintenance and fire hydrant installation activities with other public works projects.
  • Plans and distribute sandbags for the prevention of flooding.
  • Plans sewage drains for Citywide personal property where the possibility of sewage damage exists.
  • Provides technical advice to public and private contractors on the integration of sewage and hydrant systems with the existing City system.
  • Maintains liaison with public utilities relative to oversight of all private and public excavation of sewer systems, pipes and fire hydrants.
  • Investigates and makes recommendations relative to City liability regarding accidents, sewage failures, or weather-related damages to City public works.
  • Maintains motor equipment schedule for emergency response to sewer stoppage and fire hydrant repair.
  • Investigates and resolves problems related to ALEX311 complaints over phone and in person.
  • Supervises snow removal and storm damage control operations.
  • Gathers, reviews, sorts, and submits time sheets; handles confidential matters including processing of personnel forms and maintaining confidential files; maintains record of annual leave of department staff.

Minimum & Additional Requirements

To quality for this position all candidates must possess a High School Diploma or GED supplemented by construction trade school courses; three (3) years of experience in all phases of street construction and repair or sewer construction and repair, including some experience as a construction Labor Supervisor; or any equivalent combination of experience and training which provides the require knowledge, skills and abilities.
Employees must possess a valid driver’s license issued by the state of their residence; thorough knowledge of hazards involved and safety precautions to be taken; ability to perform technical inspection of public and private construction sites; ability to supervise and evaluate the work of others; ability to communicate clearly and effectively, both orally and in writing; physical ability to perform tasks often under adverse weather conditions.

Preferred Qualifications

Successful completion of Safety, OSHA-approved courses; computer software knowledge; traffic control knowledge; sewer and street equipment knowledge; ability to supervise 40 or more employees plus private contractors; ability to communicate clearly and effectively in English; physically be able to perform work in adverse weather conditions.
