Position Summary

Lead, oversee and participate in the more complex and difficult work of staff responsible for performing a wide variety of professional engineering work in support of assigned Capital Improvement Projects and day-to-day operations of assigned facility; assume management responsibility for various engineering projects and perform a variety of technical tasks relative to assigned areas of responsibility.

Minimum Education, Experience And Additional Requirements
Bachelor's degree from an accredited college or university in Civil Engineering or a related field, plus six (6) years professional engineering experience to include four (4) years supervisory experience.
OR
Master's degree from an accredited college or university in Civil Engineering or a related field, plus four (4) years of professional engineering experience to include four (4) years supervisory experience.
ADDITIONAL REQUIREMENTS:
Position requires a valid New Mexico Driver's license and a City Operator's Permit (COP).
Possession of a valid Professional Engineer (PE) license.
If applicant has an out of state PE license, must obtain State of New Mexico license within six (6) months from date of hire.
Preferred Knowledge

  • Operations, services and activities of a professional engineering program
  • Principles of leadership, supervision and training
  • Principles and practices of program administration
  • Principles and practices of budget preparation and control
  • Principles and practices of traffic signal roadway lighting and roadway geometric design
  • Practices and procedures contained in the Uniform Traffic Control Devices
  • Principles of maintenance and repair of sewer collection systems
  • Methods and techniques of evaluating system performance and recommending modifications
  • Principles and practices of street and traffic signal maintenance and repair
  • Occupational hazards and standard safety practices
  • Pertinent Federal, State and local laws, codes, regulations and ordinances
  • Civil and Architectural construction
  • To include knowledge of the following when assigned to the Environmental Health Department Environmental Services Division (EHD/ESD):
  • Operational procedures of landfill gas extraction, soil remediation, groundwater remediation, and landfill gas-to-energy systems
  • Principles of maintenance and repair of landfill gas extraction, soil remediation, groundwater remediation, and landfill gas-to-energy systems
  • Operational characteristics of landfill gas extraction, soil remediation, groundwater remediation, and landfill gas-to-energy systems

  • Lead, organize and review the work of staff in the area of work assigned
  • Independently perform the most difficult professional engineering duties
  • Interpret, explain and enforce department policies and procedures
  • Serve as project manager for a variety of engineering projects
  • Analyze traffic concerns, identify alternative solutions, develop work order or construction plans to implement solutions
  • Review and approve a variety of engineering plans, specifications and drawings
  • Prepare and administer budgets
  • Coordinate the construction, operation, maintenance and repair of various engineering systems within assigned area
  • Interpret, apply and enforce applicable Federal, State and local policies, laws and regulations
  • Coordinate assigned activities with those of other divisions, outside agencies and organizations
  • Respond to requests and inquiries from the general public
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
  • Communicate clearly and concisely
  • Perform the essential functions of the job with or without reasonable accommodation
  • Establish and maintain effective working relationships with those contacted in the course of work
