The purpose of this classification is to organize, prioritize and supervise employees and work in progress including installation and maintenance of the City of Albany's Public Works sanitary and storm sewer systems, and maintenance activities including street sweeping, maintenance of streets, alleys, curbs and gutters, right of way maintenance, solid waste pickup, litter control and inert landfill.Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Plans, organizes, and supervises daily operations and activities of various Public Works projects; schedules allocates manpower, and prioritizes work assignments; coordinates division work activities with those of other divisions, departments, contractors, and outside agencies; ensures division compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; provides direction, advice and technical expertise.
Develops, implements, and ensures 5-year work plan is carried out relative to street maintenance schedule, re-surfacing goals, storm drainage system cleaning, and solid waste route improvements.
Works after normal business hours, weekends, and holidays in the event of a natural disaster, route re-schedule, wind damage, tropical storm response and clean-up, power outages, down power lines, road flooding, sewer backup/spill, down trees, etc. or any disruption of service to City customers; responsible for mobilizing workforce during weather related emergencies, traffic accidents or other issues requiring assistance.
Follows rules for EPD/EAP solid waste disposal, hazard waste transport and disposal.
Supervises traffic control when required; ensures appropriate agencies are notified.
Develops, implements and/or conducts departmental training programs; ensures all training requirements are met; maintains required certification records; inspects CDL license for proper endorsements.
Communicates with management, employees, city departments, officials, vendors/service providers, contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
Monitors inventory of division vehicles, equipment, tools and supplies; coordinates availability of equipment, tools, and materials needed for projects; supervises general maintenance activities necessary to maintain vehicles, tools and equipment in operable condition.
Operates a variety of light/heavy equipment and tools associated with division projects which may include a utility truck, dump truck, front end loader, motor grader, backhoe, bucket truck, welder, torch, stump grinder, chipper, chainsaw, jet vac, mechanic tools, measuring instruments, drafting instruments, and other hand/power tools.
Monitors work safety factors to ensure safety of employees and the public; maintains records of safety violations; reports violations as required.
Assists with the development of division budget; makes budgetary recommendations; monitors expenditures.
Processes a variety of documentation associated with division operations, per established procedures and within designated timeframes; receives and reviews job applications, timesheets, performance appraisals, payroll documents, reports, schedules, maps, blueprints, construction plans, invoices, work orders, manuals, or other documentation; reviews, approves, forwards or maintains as appropriate; monitors attendance records.
Prepares and/or completes various forms, correspondence, reports, schedules, proposals, purchase requests, billing statements, performance appraisals, drawings, and other documents.
Operates a computer to enter, retrieve, review or modify data utilizing Microsoft Word, MS Excel, AS 400, Time Management, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Communicates via telephone and/or two-way radio; responds to complaints, questions and requests for service; provides information, researches problems, initiates telephone calls; takes and relays messages.
Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new trends/advances in the profession; reads professional literature; maintains professional affiliations; attends meetings, workshops and training sessions as appropriate.
ADDITIONAL FUNCTIONS
Operates a motor vehicle in the performance of duties.
Performs the duties of superintendent in absence of same; provides assistance to other employees, managers, or divisions as needed.
Performs other related duties as requiredAssociates Degree in Business Administration or Business Management preferred. High School diploma or GED required; supplemented by Vocational/Technical degree in mechanics, sewer construction/maintenance, road construction/maintenance, roadside maintenance, heavy equipment maintenance and operations, horticulture, landscape architecture, pesticide/chemical application, or other related field; additionally, three (3) years previous experience and/or training involving the assigned area of responsibility; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. May be required to possess and maintain a valid Commercial Applicator's License and/or Arborist Certification. A valid Georgia Commercial Driver's License (CDL) preferred.Data Utilization: Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.
Human Interaction: Requires the ability to perform in a supervisory capacity over subordinate supervisors.
Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and rapid adjustments.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

Physical Ability: Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (20-50 pounds).
Sensory Requirements: Some tasks may require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, or disease.
