Position Summary
This position is responsible for directing the City's finance operations.
Position Description
ESSENTIAL FUNCTIONS
  • Prepares for annual audits; directs staff in prioritizing work; meets with auditors for planning; performs complex technical accounting work; enters data into automated accounting system; prepares for CAFR.
  • Directs budgeting for all departments; reviews and compiles budget requests; prepares budget ordinances; attends budget work sessions; posts adopted budget; makes budget adjustments; reviews and makes recommendations on rates.
  • Directs accounting for all departments; assists with coding; sets up new revenue and expenditure funds, departments, and accounts in the financial system; develops cost allocation methods.
  • Directs and oversees the collection of revenue and the expenditure of city funds; reconciles financial statements; reviews a variety of financial documents; researches variances and solves problems; posts journal entries as needed; reviews and approves transactions.
  • Directs customer service functions, including utility and tax billing and collections.
  • Provides guidance on purchasing; participates in higher-level purchases.
  • Performs banking, investment, and treasury management functions; reviews account structures and functions; oversees issuances of debt and maintains debt service; prepares related debt issuance documents.
  • Directs and performs various required reporting and responds to requests for information.
  • Develops department goals and objectives; meets with internal department to develop and review city policy.
  • Maintains the accounting framework of the automated accounting software; sets up new codes; trains staff.
  • Hires, trains, assigns, directs, supervises, evaluates, and disciplines personnel.
  • Processes annual property and liability insurance renewals; adds assets to insurance.
  • Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of the principles and practices of business administration.
  • Knowledge of budget development and management principles and practices.
  • Knowledge of GAAP and GASB requirements.
  • Knowledge of auditing principles.
  • Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures.

  • Knowledge of research and statistical analysis principles.

SUPERVISORY CONTROLS
The City Manager assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include GAAP, GASB guidelines, internal control procedures, procurement requirements, relevant state and federal laws, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department and city financial guidelines.
COMPLEXITY/SCOPE OF WORK
  • The work consists of varied management, accounting, and supervisory duties. Strict regulations and the need for accuracy contribute to the complexity of the position.
  • The purpose of this position is to manage the city's financial operations. Successful performance ensures the efficiency and effectiveness of those operations.
CONTACTS
  • Contacts are typically with coworkers, elected and appointed officials, representatives of other government agencies, attorneys, bankers, auditors, consultants, vendors, underwriters, and the general public.
  • Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects.
  • The work is typically performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Deputy City Treasurer and Customer Service Manager.
MINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require ten years of related experience.
  • CPA and/or Government Finance Officer certification preferred.
  • Ability to be bonded.
