GENERAL DESCRIPTIONSupervisor I is under direction from Division Manager/Supervisor III to plan, assign, review, and participate in the work of staff responsible for the maintenance of streets and alleys or assigned specific construction techniques such as concrete, asphalt and gravel.Supervisor II is under direction from Division Manager/Supervisor III to plan, assign, review, supervise multiple crews and participate in the work of staff responsible for the maintenance of streets and alleyways.Supervisor III is under direction from Division Manager to plan, assign, review, and supervise multiple projects and crews assigned to the upkeep of alleyways and streets within a geographical area. Coordinate activities of assigned functions in Street Maintenance operations; allocate staff and other resources to various tasks in certain situations and supervise contracts/outsourced work.SUPERVISION EXERCISEDThese positions exercise direct supervision over field maintenance staff.The Supervisor II may supervise work done by external contractors in conjunction with the maintenance and rehabilitation projects.The Supervisor III supervises work done by contractors in conjunction with street maintenance and rehabilitation projects.IMPORTANT AND ESSENTIAL DUTIESOperate a city vehicle and equipment daily to travel to various job sites throughout the City.Supervise, plan, lay out, and assign the work of personnel of various skill levelsengaged in a variety of activities including such things as rigid and flexible pavement, street cleaning, deicing of streets, gravel alley maintenance and related. Inspect the work of crews engaged in street and alley maintenance and repair; investigate problems and complaints related to street and alley maintenance and repair.Order supplies, materials, and equipment needed to perform assigned tasks.Maintain records in various technological platforms and prepare reports of time, supplies, materials, and equipment used and of work accomplished; assist in making cost estimates.Train personnel in the placement of rigid and flexible pavement, compaction of base and sub-base layers and stabilization of soils in street construction. Ensure construction equipment and heavy equipment are maintained and inspected daily for use.Supervisor II May supervise outsourced street maintenance projects.May direct various programs within an area of specialty.Review construction plans; inspect infrastructure including street pavements and curb/gutter; determine need for preventive or corrective action.Supervisor IIIAssist division manager in developing and implementing systems, programs, and long range plans for division operations.Coordinate training for personnel in the placement of rigid and flexible pavement; base and sub-base layers, and soil stabilization through the use of chemicals, membranes, or compaction equipment.Monitor and approve the work in progress and accept projects as final.OTHER JOB RELATED DUTIESTimekeeping oversight for employees.Contact 811 State Agency before Digging.Respond to inquiries on the City’s Customer Relations website.Coordinate maintenance activities with other City departments.Perform other job related duties and responsibilities as assigned.KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of:Supervisor I, II, IIITypes and level of maintenance and repair activities generally performed in a street maintenance program. Proper use of complex street maintenance equipment and machinery.Materials, methods, practices, and equipment used in street maintenance and repair activities.Occupational hazards and standard safety precautions necessary in the work.Principles and practices of record keeping and reporting.Safe driving principles and practices.Supervisor II, IIIBest management practices related to National Pollutant Discharge Elimination System (NPEDS).Strong knowledge of Computerized Maintenance Management Systems and work order systems.Supervisor IIIOverall knowledge of Public Works, Street Maintenance activities and standard specifications for construction.Understanding of maintenance contract oversight.Some knowledge of mathematics including algebra, geometry, and trigonometry.Skill to:Organize priorities, multi-task, manage time appropriately.Demonstrate the use of tools and equipment used in street maintenance and repair work.Operate a computer and smart devices such as I-Pad.Operate two-way radio.Operate motor vehicles safely.Utilize the Texas Manual on Uniform Traffic Control Devices (MUTCD) to develop traffic control plans.Read schematic drawings and construct pavement to engineered grades.Excellent written and verbal communication skills.Demonstrate the use of Computerized Maintenance System/Work Order.Ability to:Supervisor I, II, IIIPlan, lay out, assign and supervise the work of crews engaged in a variety of street maintenance and repair activities.Understand and carry out oral and written instructions.Draw, read, and understand blueprints.Communicate clearly and concisely, both orally and in writing.Maintain and approve timekeeping information in KRONOS Workforce timekeeper.Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.Follow and embrace the City of Abilene Core Values – Respect, Integrity, Service Above Self, and Excellence in All We Do.Lead, manage, and perform as a team member in a manner that accomplishes the Division’s mission and treats team members with dignity, courtesy, and respect.Supervisor IIIMaintain cooperative working relationships with contractor, public, and other department heads.Exercise independent judgment.Work within a computerized Maintenance Management/Work Order System.Supervise contract performanceExperience and Training Guidelines:For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experienceand training to provide the required knowledge, skills, and abilities may be qualifying.
