City of Galt is Hiring a Public Works Maintenance Worker I - (Part-Time) Near Galt, CA

ABOUT THE POSITION

Public Works Maintenance Worker I - $20.28 - $24.89
The City of Galt is currently looking to fill two (2) part-time
Public Works Maintenance Worker I positions.
Under direct and general supervision, performs a variety of semi-skilled work in the construction, modification, maintenance, repair, and operation of City infrastructure, including streets, traffic controls and structures, street sweeper, storm and sanitary sewers, and water and wastewater systems; uses and operates a variety of manual and power tools and light to heavy power-driven equipment; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives direct and general supervision from the Public Works Maintenance or Utilities Maintenance Supervisor. Exercises no direct supervision over staff.
CLASS CHARACTERISTICS
This is the entry-level class in the Public Works Maintenance worker class series. Incumbents initially work under direct supervision and receive detailed instructions and training on assignments. Incumbents generally work within an established framework of set procedures in performing assigned tasks. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
EXAMPLES OF TYPICAL JOB FUNCTIONS 
Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
 
When performing all assignments:
 
  • Troubleshoots maintenance and repair problems, determines materials and equipment required for repair; may purchase materials and supplies from established suppliers with appropriate authorization.
  • Operates specialized vehicles and a variety of light, medium, and heavy equipment related to the maintenance and repair of the City’s infrastructure.
  • Inspects and performs service, minor maintenance, and repairs on a variety of hand and power tools, vehicles, and equipment.
  • Maintains logs and records of work performed and materials and equipment used. 
  • Contacts residents and businesses to inform them of work to be performed.
  • May assist with the training and direction of new or temporary staff.
  • Reports the need for major contract repair or maintenance of facilities and equipment.
  • Responds to after-hours emergencies.
  • Performs related duties as assigned.
When performing the utility/stormwater/sewer maintenance assignment:
 
  • Installs, maintains, and repairs water and sewer service connections.
  • Installs potable water pipe lines, fittings, valves, and fire hydrants; taps and repairs water service lines.
  • Maintains, repairs, and flushes underground water distribution lines and storm and sanitary sewer collection systems; operates high-pressure hydro flushing unit and heavy construction equipment as qualified and assigned.
  • Determines the location of underground utilities and marks them accordingly.
  • Checks water and sewer plants and takes readings; and checks sewer lift stations and takes sewer meter readings.
  • Performs water meter maintenance, including installing new meters, testing and repairing meters of various sizes, repairing leaks, and replacing meters as necessary; installs service lines for newly developed properties and accounts for the installation of meters for new homes; performs shut-downs of services, as required.
  • Performs maintenance and repairs on wastewater treatment plants (pumps, waterlines, and equipment; and moves sludge).
  • Opens, flushes, patches, and installs sewer lines; builds and cleans out manholes, catch basins, and other drainage facilities.
  • Performs inspection, construction, maintenance, and repair activities of City storm drain and sanitation systems and facilities to ensure safe and efficient access for the public, including concrete and open channels, creeks, pipes, drains, detention basins, and drop inlets.
  • Performs a variety of duties in the maintenance of drainage structures to ensure efficient drainage, including inspecting, repairing, and replacing patrol tide areas and opening and closing tide valves along assigned routes.
  • Performs concrete and open channel maintenance, including inspecting and repairing stormwater conveyance systems, removing/abating weeds and other invasive vegetation, removing sediments, debris, and trash from channels, applying site delineation, best management practices, and erosion control before, during, and after maintenance activities, and keeping in compliance with applicable federal, state, and local water regulatory laws and regulations.
QUALIFICATIONS

Knowledge of:
  • Basic principles, practices, tools and materials as they relate to the maintenance and repair of infrastructure, facilities, systems, and appurtenances similar to those in a municipal environment.
  • Basic traffic control procedures and traffic sign regulations.
  • Basic mathematics.
  • Basic computer software related to the work.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • Safe driving rules and practices.
Ability to: 
  • Perform semi-skilled construction, modification, maintenance, and repair work on City streets, water distribution and sewer collection systems, facilities, and equipment.
  • Troubleshoot maintenance problems and determine materials and supplies required for repair.
  • Learn applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
  • Perform routine equipment maintenance. 
  • Make accurate arithmetic calculations.
  • Read and interpret construction drawings and specifications.
  • Safely operate a variety of hand and power tools as well as various vehicles used in the work.
  • Follow department policies and procedures related to assigned duties. 
  • Organize own work, set priorities, and meet critical time deadlines.
  • Maintain accurate logs, records, and basic written records of work performed.
  • Understand and follow oral and written directions.
  • Work independently or in a team situation.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
 
Public Works Maintenance Worker I: Equivalent to graduation from high school.Licenses and Certifications: 

Public Works Maintenance Worker I- Required: 
  • Possession of a valid Class C California driver’s license and have a satisfactory driving record. 
Licenses and certificates listed below are desirable, but not required at the time of appointment. However, at the discretion of the City and depending upon business necessity, certain persons in this class may be required to obtain any of the below listed licenses, certificates, or specialized education and training within a specified timeframe.
 
  • Possession of a valid Class A or B California driver’s license with airbrakes and tanker endorsement. 
  • Possession of Cross Connection Control Program Specialist Certification. 
  • Possession of Backflow Device Tester Certification. 
  • Possession of Flagger Trainer Certification. 
  • Possession of Pavement Marking and Signs Certification. 
  • Possession of Pesticide Qualified Applicator Certification. 
  • Possession of Traffic Control Technician or Supervisor Certification.
  • Possession of Water Treatment Plant Operator Certification Grade I (T1) or above. 
  • Possession of Collection System Maintenance Grade I (C1) Certification. 
  • Possession of a Water Distribution System Operator Grade I (D1) Certification within the probationary period.
  • Possession of Water Distribution System Operator Certification Grade II (D2) or above.
PHYSICAL DEMANDS 
Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces and around machines, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 100 pounds, or heavier weights with the use of proper equipment.
 
ENVIRONMENTAL ELEMENTS 
Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspaces, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.
 
WORKING CONDITIONS
Must be able to pass a pre-employment physical, drug screen, and background investigation, including fingerprinting. Must be willing to work outdoors in all weather conditions and with exposure to traffic and potentially hazardous conditions.

5. Eligible List: Candidates who pass the Oral Examination will be placed in the candidate pool for six (6) months. You are not required to re-apply for this position if you have successfully passed the Oral Exam and your name is in the current candidate pool.

6. Background Process: If considered for appointment, candidates must pass a background investigation, which includes a criminal history check, and fingerprinting.
