Under general supervision, the Fleet and Logistics Manager will be responsible for developing and ensuring the continual improvement of the Library's delivery services, stockroom, and mailroom operations. This includes overseeing the fleet of the San Francisco Public Library's fleet, and managing staff and third-party services within the approximately 625,000 square feet of public and staff space comprising the Library system.

This role involves establishing effective work programs, methods, procedures, and schedules, as well as preparing annual budget estimates. The Fleet and Logistics Manager will direct the replenishment and purchasing of necessary equipment, supplies, and materials, including the management of the Librarys stockroom, supply, and mailroom. Additionally, the Fleet and Logistics Manager will enforce established safety regulations and procedures and implement employee disciplinary measures or contract enforcement measures as needed.

The essential functions of this position include:

Manages performance of delivery services and stock room staff responsible for taking and maintaining inventories of large stocks of materials, supplies, and equipment

Manages all aspects of the SFPL vehicle fleet, including but limited to regular maintenance, the processing of repair requests, and the purchasing of new vehicles and equipment

Maintains related stock forms, purchase order and records

Addresses problems requiring analyses of issues related to delivery services and stock room that may result in deviations from routine processes, new technology and/or additional resources

Establishes work programs, methods, procedures, and schedules

Directs replenishment and purchasing of needed equipment, supplies and materials, including management of the Librarys Stockroom, supplies, and Mailroom

Enforces established safety regulations and procedures, and employee disciplinary measures (or contract enforcement measures)

Preparing annual budget estimates

Establishes working relationships with others (e.g., vendors) at similar levels within the organization and coordinate budget preparation, monitoring of expenditures and financial reporting for the assigned section; and perform related duties as required

Communicates in orally and in writing with subordinate staff and other department personnel necessary to ensure delivery services and stock room activities run effectively

Minimum Qualifications:

Three (3) years of professional experience in fleet services management or storeroom operations; AND

Possession of a baccalaureate degree from an accredited college or university; AND

Possession of a valid California Drivers License

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Knowledge in developing, maintaining, and regulating policies

Experience in fleet management

Ability to analyze operations and identify potential improvements in delivery service

Strong computer skills, well versed in Excel, Outlook and Teams

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying):

Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire (Weight: 100%):

Supplemental Questionnaire (SQ) is designed to measure the knowledge, skills, and abilities in supervisory competencies as well as job-related areas which may include but not be limited to: critical thinking, decision making, innovative problem solving, professional integrity & ethics, oral communication, building & maintaining relationships, involving others (engaging teams), managing performance, teamwork, managing & facilitating change, and thinking & acting systematically.

Candidates who meet the minimum qualifications will be emailed the supplemental questionnaire to the address listed on the candidates online application. Candidates will be required to respond to the supplemental questionnaire in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their supplemental questionnaire responses. Candidates must achieve a passing score on the supplemental questionnaire in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. After the confidential eligible list is adopted the department may administer additional selection procedures to make a final hiring decision.

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Certification

The certification rule for the eligible list resulting from this examination will be the?Rule of the List.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director.
