Job Description

Project Name:Hetch Hetchy Water & Power (HHWP) Safety Program

The 5602 Utility Specialist will provide direct support for HHWP field staff and safety. The 5602 will review existing procedural documents and programs, and current policies to identify deficiencies in compliance. The 5602 will also perform field investigations to evaluate HHWP crew safety procedure implementation. From the document review and field evaluations, the 5602 will identify improvements to procedures and trainings to ensure compliance with safety regulations. The 5602 will review scheduled work and provide safety mitigation measures.

Essential Functions:

1. Monitors operations to ensure compliance with policy directives, laws, and regulations with the support of other staff and departments.

2. Review and update procedures and documentation related to policies and procedures to improve operations and mitigate risks.

3. Identify needs for safety training from inspections, trend analyses, and review of regulatory requirements.

4. Collaborate with training staff and other departments to design and implement new trainings and evaluate and revise existing training programs.

5. Writes a variety of documents including reports; work plans; scheduled maintenance outage plans; general correspondence; operations plans; program descriptions; operating procedures and policy recommendations; meeting minutes; legal and regulatory interpretations and issues; spill prevention control and countermeasure plans; risk management plans; and other types of written documents as needed to support the diverse work activities assigned to this class.

6. Consult with managers, employees and other technical personnel and provides technical support and expertise for environmental and regulatory compliance.

Reporting Location:

Moccasin is located 140 miles east of the San Francisco Bay Area and requires a 5-hour round trip commute by car in fair weather.

Qualifications

Education:

1. Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business; AND

Experience:

2. Four years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply/infrastructure management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater/clean water program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning.
