Job Description

The SFPUC is hiringmultiple Utility Analyst positions in various divisions. If you are interested in any of the positions listed below, please complete the application for this recruitment. Additionally, the pool of candidates resulting from this recruitment may be used to fill additional exempt vacancies not specified on this job announcement. The initial review for minimum qualifications will be the same for all positions. Your unique qualifications for the position that you select will be considered in later stages of the application process.

Essential Functions:

1. Assists with monitoring operations, and reviewing official documents to ensure compliance with policy directives, regulations, laws and contracts.

2. Directly conducts simple analyses and studies related to market risk; price sensitivity; technical, market or economic feasibility of wholesale and retail business opportunities; contract performance; operating performance; and other studies as assigned. Provides assistance in more complex studies and analyses.

3. Assists with the preparation and implementation of near- and long-term operating, financial and capital plans.

4. Performs legal, regulatory and market research to support business development and negotiations.

5. Maintains detailed operating records, sales and purchase transactions, wholesale and retail rates and trends, budget variance reports, and other reports as needed.

6. Generates reports to document historical performance and market trends.

7. Assists in development of analytical and predictive models; analyzes and presents data.

8. Provides technical support on a wide variety of studies and projects, including: policy and procedural reviews; market and operations planning; capital and operating budgets; management reporting; statistical analyses; forecasting; contract negotiations; and other tasks as assigned.

Class 5601 Utility Analyst performs other related duties as required.

Current and Upcoming Roles:

Utility Analyst- Water Supply and Treatment

Project: The Cross Connection Control Project (CCCP)

This project will assess and mitigate the potential risk of a cross contamination of the Regional Water Transmission System's appurtenances. The Water Supply and Treatment Utility Analyst will work with management and the Utility Plumber Supervisors to schedule, plan logistics, and assist the team in completing a backlog of cross connections for various neighborhoods for the city of San Francisco. The Utility Analyst will: Assist in planning and coordinating repair and maintenance activities on various industrial facilities, public right of ways, water transmission systems, water distribution systems, and building utilities related to the Cross Connection Control Project; maintain and evaluate maintenance history records to ensure accurate assessment of equipment and system performance, frequency of failure, and labor and material costs; and update mitigation progress reports, purchasing reports, and projection reports to keep the CCCP team up to date on progress and to ensure they are staying within their budget.

Utility Analyst- Distribution Engineering

Project: Distributed Antenna System Pole Use Project

Under general direction, the 5601 Utility Analyst works in the Distribution Engineering group and is focused on supporting the Distributed Antenna Systems and pole use programs. The Analyst will be called upon to perform tasks related to the administration and evaluation of these programs. The Analyst is expected to coordinate work between the DAS carriers and pole licensee's with PUC's Field Operations group. Finally, under direction of the Utility Specialist and/or manager, the Analyst is also expected to map, analyze, create and implement various processes used by the Agency.

Utility Analyst- Customer Solutions

Project: CleanPowerSF Data Enhancement

Under immediate supervision, the 5601 Utility Analyst works in the CleanPowerSF Customer Solutions group and performs entry-level to journey-level duties in support of CleanPowerSF billing, data management and customer care services, including but not limited to: customer data management, quality control and analysis; technical support for customer engagement; program cost analysis; customer collections and delinquency policy implementation; contract management; tracking and reporting on customer enrollment activities; program compliance reporting; compiling and keeping records; developing and presenting information; preparing correspondence and reports; and coordination of CleanPowerSF service with other SFPUC ad City staff and contractors.

Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university preferably with major course work in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business.

Substitution: Qualifying experience may be substituted for the degree requirement on a year-for-year basis. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units. Qualifying experience includes experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply/infrastructure management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater/clean water program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long term utility systems planning.

Desirable Qualifications:The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Utility and/or energy/electric sector experience
  • Data analysis/management experience
  • Business analysis and/or business process modeling experience
  • Experience working with PG&E or other utility customer data
  • Experience working with city government business practices
  • Experience working with Clean Power programs
  • Experience with Geographic Information Systems, or similar mapping software products
  • Experience using Microsoft Office suite, such as Outlook, Excel, Word, PowerPoint, etc.
  • Experience using MAXIMO or similar Computerized Maintenance Management Systems
  • Experience creating and managing ad hoc and custom made reports using Cognos or similar web based reporting and analytic software
  • Experience reading and interpreting blueprints/plans and specs as they pertain to utility facilities
