The Contract Monitor serves as the official liaison between the County and Detention Center on all matters pertaining to the operation and management services of the Facility. Monitors and ensures the operation and management of the Citrus County Detention Center complies with the terms and Standards outlined in the Contract. This full-time position is located at the Citrus County Detention Facility and may require working after normal business hours (may include nights and/or weekends).

  • Serves as the official liaison between the County and Detention Center on all matters pertaining to the operation and management services of the Facility in compliance with the terms and standards outlined in the contract.
  • Works in conjunction with the Citrus County Clerk’s Office to perform an annual joint review/audit and inventory of all furnishings, fixtures, and equipment (FF&E) to assess the condition of all such FF&E. Prepares a report documenting at a minimum the specific item, its location, condition, lifespan, replacement schedule, and such other information as the County deems relevant. Ensures maintenance of all FF&E are completed timely.
  • Monitors and requests annually any revisions made to the Operational Plan as defined and specified in the Contract.
  • Coordinates and attends monthly monitoring meetings, ensures safety and emergency procedures are followed according to Contract and the State Fire Marshal’s office. Requests and reviews the Annual Hazard Assessment report.
  • Requests documentation annually as part of the annual audit of the contractor's operation of the facility in accordance with section 951.062 of the Florida Statutes.
  • Requests, as needed, any inventory and inspection documents pertaining to the safety, sanitation, and hygiene of the Facility.
  • Performs monthly review of security, control, and movement of inmates, daily inmate counts, and tracks inmate workers hours/gain time report as defined and specified by the Contract.
  • Ensures Collection of Fees reports and monthly remittance to the County are completed timely and reviewed by the Billing Review Coordinator within the Management and Budget Department.
  • Reviews and monitors annually the Commissary Inmate Accounts.
  • Ensures Inmate Programs are completed timely according to the Contract and reporting requirements of the state and federal government.
  • Reviews and ensures costs for inmate health care services follow the guidelines of the Contract and any remittance to the County is completed timely.
  • Reviews and monitors daily staffing reports to ensure staffing needs meet the requirements as defined and specified in the Contract.
  • Ensures license for health care personnel and training documentation/certification are maintained and made available as defined and specified in the Contract.
  • Ensures Self-Monitoring reports are reviewed and completed timely monthly.
  • Monitors the yearly submission and completion of the Facility’s certificate(s) of insurance coverage and performance bond.
  • Reports and escalates timely to County Administration and stakeholders any issues that hinder the successful execution of any terms outlined in the Contract.
  • Prepares agenda items and support materials for Board of County Commissioners meetings; presents reports and agenda items for Commission review and/or approval as needed.
  • Attends staff meetings, community and Board of County Commissioners meetings as directed by the County Administrator to effectively carry out the responsibilities of the job.
  • Performs other duties as required.

Education, Training, and Experience

  • Associate degree with a major in business administration, public administration, contract management, or related field.
  • Three (3) years of progressively responsible experience in contract administration and managing contract performance.
  • Prior experience in a correctional facility and/or detention center preferred.

Certificates, Licenses, Registration, Skills

  • Valid Florida Driver License (or must obtain within 30 days of establishing residency in Florida), or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
  • Excellent customer service skills, communication skills and strong attention to detail required.
  • Ability to work after normal business hours (may include nights and/or weekends).
  • Knowledge of contract law laws and regulations that govern contracts and procurement in the public sector.
  • Knowledge of overall operation of correctional facilities and/or detention centers. 
  • Ability to monitor program compliance with contracts and established policies, procedures, rules, regulations, and guidelines.
  • Ability to effectively communicate (verbally and in writing) in a clear, confident manner using proper grammar.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS); and
    • IS-700.b: An Introduction to the National Incident Management System

Physical Requirements/Work Environment

  • Requires sitting most of the day.
  • The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
  • The job requires frequent balancing.
  • The job requires the completion of tasks that involve typing and simple grasping.
  • The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.

Emergency Response/Recovery Activities

  • All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.

The kind and length of related work experience, training and education shown on the application will be an important consideration in the screening process.

Must successfully pass an employment reference check, criminal background check, physical examination check. Drug screens will be in accordance with the Drug Free Workplace Act and/or the Omnibus Transportation Employee Testing Act of 1991.
