Job Description

GENERAL STATEMENT OF RESPONSIBILITIES: CAI, a training, technical assistance, and research-to-practice nonprofit organization, is seeking a highly motivated professional for the full-time position of Evaluation Analyst, TAP-in. This position requires a strategic and thoughtful HIV/public health/evaluation professional with HIV subject matter expertise. The Technical Assistance Provider-innovation network (TAP-in) provides cross-cutting and tailored technical assistance (TA) to 47 jurisdictions (i.e., health departments) across the nation that are funded by the Ryan White HIV/AIDS Program (RWHAP) to design and implement locally tailored plans to improve access to treatment, foster retention in services, and achieve durable viral suppression for people living with HIV as part of the Ending the HIV Epidemic in the U.S. (EHE) initiative. The TA supports jurisdictions to plan and implement evidence-based EHE strategies to reach individuals who are not fully served by the current system of care. Our TA approach includes applying a set of diverse strategies to meet jurisdictions where they are and is designed to: build on strengths, address enduring disparities, promote coordination and strengthened partnerships, and is anchored in the use of data and information to guide decision-making, to foster continuous improvement to meaningfully contribute to real improvements in the lives of people living with HIV. We anchor our approach in relationship-based and individualized Jurisdictional TA and ongoing fostering of peer-to-peer exchange of innovative approaches and solutions across jurisdictions. This relationship-based TA approach is amplified through National Webinars, Learning Communities (on topics such as trauma-informed care, housing, and cluster response), Leadership Development, Strategic Communications, and Resources and Materials. This position will lead TAP-in's evaluation activities and oversee important evaluation and research milestones for the project to monitor and continuously improve the success of this prominent national EHE initiative. The Evaluation Analyst reports to the TAP-in Project Director and will work with a diverse array of staff including the TAP-in team and CAI's Research and Evaluation department. This position requires a strong and motivated individual who consistently brings new ideas, innovations, and concepts to the table to strengthen evaluation activities for project improvement. The Analyst will lead critical evaluation and data activities through data reporting, analysis, visualization, and dissemination to foster strengthening and implementation of the EHE initiative, as well as be a thought partner and strategic thinker to ensure effective innovative and evaluation approaches are used and applied to meet the project goals and objectives. Key activities are summarized below. MAJOR TASKS AND RESPONSIBILITIES (include, but are not limited to): * Develop and implement continuous quality improvement (CQI) processes for TAP-in to build upon existing capacity to analyze and present results from the project's activities. This responsibility includes synthesizing data and lessons learned from across the project (from webinar registration data, technical assistance logs, evaluation results, etc.) and implementing a feedback process to improve reporting and use of data analyses to support project strengthening and new initiatives. * Develop and implement evaluation approaches and tools for jurisdictions receiving coaching and participating in Learning Communities (e.g., needs assessments, surveys, logic models, and evaluation reports). * Lead the development and implementation of standard evaluation activities for TAP-in's Learning Communities and advise on the integration of data practices and education into the Learning Community activities. * Regularly conduct data cleaning, collation, and descriptive data analyses for reporting and CQI * Assist in writing reports, developing PowerPoint presentations, creating visual products, and producing data summaries/dashboards. * Serve as the lead in maintaining, using, and pulling project reports from CAI's database, Quickbase, and work with the QuickBase team to implement improvements when necessary. * Regularly learn about and apply new features of Quickbase to optimize TAP-in activities (including surveys, reporting, and data dashboards). * Collaborate with external partners and consultants to create effective data dashboards for jurisdictions and regularly review data with TAP-in team to track jurisdictions' implementation progress and outcomes. * Participate in various organizational and project meetings to coordinate efforts within the project and between the project and CAI departments. * Other duties as necessary/assigned.
