Job OverviewThe Project Coordinator IV (Energy Management) position is open internally to current Wolf Creek Federal Services employees employed at the White Sands Test Facility site in Las Cruces NM.
The IDIQ Project Coordinator provides estimating and coordination assistance in the preparation and execution of all project effort. The projects managed will be simultaneous requiring strong multi-tasking, monitoring, and tracking skills. The incumbent will also serve as the point of contact for project outages, meetings, and other coordination tasks related to the IDIQ operation. As the Coordinator, they will be responsible for the timely, efficient, cost estimate preparation for the Indefinite Delivery Indefinite Quantity (IDIQ) projects assigned to the organization using constructions plans, blueprints, and other associated pricing indexes to include using technicians as subject matter experts in design and estimating for labor and materials. This position includes environmental stewardship responsibilities.

ResponsibilitiesEssential Duties & Job Functions:
- The position duties are facilities design and construction project management including:
- Planning, financial management, budget preparation and reporting, field inspection, estimating and multiple project coordination.
- Strong verbal and written communication and teaming skills with the ability to handle multiple tasks are needed.
- Work under pressure and understand the importance of completing tasks in a timely manner.
- Work with the customer, NASA facilities personnel as well as other WSTF departments (environmental, safety and mission assurance, propulsion etc) and follow established written procedures a must.
- Extensive experience with MS Project software and project management accounting and have experience managing projects utilizing earned value management methodologies.
- Receives, performs file setup, and tracks requests for proposal (RFPs), modifications, and task orders (TO) through receipt, approval, and submittal.
- Distributes notifications to all principals throughout the life of a project such as project awards, meetings, outages, etc.
- Coordinates pre-bid walk through with all stakeholders.
- Reviews, submits, tracks, and distributes requests for information (RFIs).
- Reviews proposal packages and other related construction documents for accuracy and content and records data as appropriate.
- Develops cover letters, submittal transmissions, and proposal packages to include facilitating submittal to customer.
- Assists management team to identify, track, and compile data for key performance indicators.
- Generates reports as needed and requested by management team.
- Obtains timely quotes and estimates for material, labor, and services required to develop cost proposal.
- Analyzes, challenges, and verifies subcontractor quotes and estimates for accuracy.
- Works with purchasing team to establish procurement requirements.
- Inspects subcontractor and other service provider work to ensure contract compliance, validate labor and material requirements, and facilitate inspection reports.
- May attend and assist with final walkouts for scope of work clarifications punch list generation, closeout procedures and satisfactory project acceptance by the government.
- Provides support and performs management responsibilities related to the Environmental Management Programs (EMP) as they relate to TEST3 contract scope.
- Provides support to the WSTF Energy Manager in the planning, review and coordination of the WSTF Energy and Water Conservation Programs to ensure the energy intensity and water use reductions are met.
- Performs management responsibilities associated with on-going energy and water conservation efforts, such as promoting products and projects that will reduce energy and water consumption.
- Promotes and provides input to the WSTF Energy Manager for additional renewable energy projects at the site addressing future renewable energy requirements.
- Reduces the environmental compliance risk at WSTF through conserving resources and minimizing the generation of wastes, water pollutants and air emissions during TEST3 operations.
- Supports the WSTF sustainability program through participation in working groups.
- Provides data and submits reports to the environmental services contractor on sustainable acquisitions, waste reduction activities, energy efficient product procurements, recovered material content, and ozone depleting substances (per FAR 52.223-9 Estimate of Percentage of Required Material Content for EPA Designated Products and FAR 52.223-11 Ozone Depleting Substances).
- Mentors and trains other employees as necessary.
- Adheres to the WSTF safety and personnel policies and standard operating procedures.
- May be required to work non-standard duty hours and weekends.
- Performs other duties as assigned in support of the Facilities department.
Mandatory:
- Position requires a minimum of a Master's degree in business or other related field plus eight (8) years relevant experience, or any equivalent combination of education/experience for a total of sixteen (16) years.
- Ability to pass pre-hire background and drug screen.
