Job Description

Summary

Directs Association’s natural gas planning and supply strategy to meet the Association’s electric load. Directs the Beluga River Unit (BRU) gas field management. Directs and manages the power pooling settlement process for the power pool.

Essential Functions

  • Direct and manage the Association’s short- and long-term planning and strategy for obtaining a sustained natural gas supply.
  • Direct and manage the Association’s purchase, transportation, storage, and receipt of natural gas.
  • Draft, negotiate, oversee, and administer fuel supply contracts.
  • Execute spot purchases of fuel as necessary.
  • Establish and maintain communication and business relationships with fuel suppliers, utility buyers, and other stakeholders through a variety of channels.
  • Direct and manage the Association’s majority working interest ownership (WIO) in BRU:
    • Coordinate with other WIO entities to manage and plan BRU development.
    • Review and manage the capital and operating budgets and takes appropriate corrective action.
    • Review and manage BRU capital and expense budgets.
  • Direct and manage the power pooling settlement process.
    • Represents Chugach on the Power Pool Settlement Committee.
    • Leads power pooling development and implementation, including processes and practices to schedule power sales and purchases and commercial transactions.
    • Responsible for development of production costing and settlement model development and implementation.
    • Responsible for power pool settlement process and coordination with Fuel Supply for related gas scheduling.

  • Power Pool Settlement Committee: Utility’s Representative on Power Pool Settlement Committee
  • Interconnected utilities: Coordinates actions relating to purchases, sales, operating guides, maintenance, and reserves.

Competencies

  • Must have excellent verbal and written communication skills including strong negotiation skills.
  • Must have knowledge of contract administration and accounting procedures for managing gas assets.
  • Must have knowledge of operating and accounting processes for managing economy energy transactions.
  • Must be able to interpret, clarify, and make decisions with regard to technical data that impacts the economic operations of power plants.
  • Must have advanced knowledge of natural gas resources, operations, and systems.
  • Must have strong writing, analytical and computer skills.

Supervisory Responsibility

Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department.

Work Environment

Work is performed in a standard office environment in a secure area. Normal work schedule will include weekends and holidays. Response to emergency situations outside of normal working hours (including evenings, weekends and holidays) is required.

Minimum Qualifications and Experience

Education

Bachelor’s degree in mathematics, computer science, business, engineering or similar degree is required. Additional college-level courses in contract administration or accounting are beneficial.

Experience

Seven (7) years of related gas industry or gas/electrical utility experience, to include gas supply or energy resource management for an interconnected system is required.

Substitution

Additional experience in a similarly complex position my serve as a substitute for education requirement on a year for year basis
