Job Description:


Job Summary:

The Incident Commander (IC) manages all aspects of an initial attack or extended attack incident. The IC is responsible for developing incident objectives, assigning operational personnel based on complexity and span of control, and maintaining accountability of all assigned personnel. The IC is accountable for the overall Incident Action Plan (IAP), establishing communication with internal and external stakeholders, and coordinating with other agencies participating in the incident. The IC reports to an Agency Administrator (AA) and works in the Command functional area. This position will need to be located in California, but can be deployed nationally to other incidents.

Supervisory Responsibilities:

  • The IC is responsible for all personnel assigned to the incident. The IC’s direct reports are the Command and General Staff.

Job Classification: Part time, call when needed

Duties and Responsibilities:

  • Receives a delegation of authority or letter of intent from the AA
  • Keeps the AA informed throughout the incident
  • Recruit and roster team prior to assignment.
  • Ensure team configuration, size, and qualifications are commensurate with incident complexity and meets the expectations of the requesting agency. Review the complexity analysis for current and expected conditions.
  • Demonstrate leadership values and principles. Provide a positive influence. Emphasize and monitor teamwork. Lead with communicated intent.
  • Implement command decisions and maintain unity of action using common principles of operations.
  • Establish objectives; communicate priorities and expectations based on AA’s direction.
  • Clearly and professionally communicate intent to assigned personnel.
  • Account for all assigned resources.

Required Skills and Abilities:

  • Excellent verbal and written communication skills required
  • Considerable knowledge of the Incident Command System (ICS) required
  • Ability to compose and present comprehensive reports required
  • Skilled in building relationships and trust with individuals required

Education and Experience:

  • Successful completion if ICS 100, 200, 700, 800, and 300 is required
  • Successful completion of the Position Specific Course within 1 year is required
  • Incident Commander credential is preferred
  • Incident response experience is preferred
  • Prior experience serving as an Incident Commander is required (IAP required showing the level of complexity)

Physical Requirements:

  • Prolonged exposure to sitting or standing for long periods of time
  • Able to work up 12 to 16 hours per day
  • Must be able to lift up to 15 pounds
  • Must meet the physical requirements of the position up to and including 14 day deployments

Salary: $60 per hour

Pre-employment Requirements:

This position may be contingent upon passing a security clearance, background check, drug screen, Motor Vehicle Record (MVR) review, or credit check after acceptance of an offer and prior to beginning work, due to the nature of the services Chloeta provides.

Drug and Alcohol Testing:

To enforce Chloeta’s Drug and Alcohol Testing Policy, an employee or candidate could be subject to undergoing a drug screen and/or alcohol testing during or at the beginning of employment.

Fair Credit Reporting Act (FCRA):

Under the FCRA, Chloeta may request a credit check during the onboarding process. A written authorization form will be required before obtaining credit records.

Emergency Response:

Every Chloeta employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official Duty Station, and may include duties other than those specified in the employee's official Position Description (PD). Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
