Description. Chimera Enterprises International is seeking a Planner/ Strategy Specialist to support the United States Southern Command Counter Narcotics/ Counter Transnational Criminal Organization (USSOUTHCOM CN/C-TCO) mission. The selected candidate will (a) develop, acquire, evaluate, and initialize Counter Narcotics solutions for operational and tactical customers; (b) assist to execute funding; and (c) provide support and services for the effective management, operation, and oversight of CN/C-TCO activities. Additional duties include:
Job Duties:

• Write, edit, and provide unclassified/CUI input to high-level memos, policy and position papers, strategies, and formal correspondence within the USSOUTHCOM HQ, Joint Staff, Office of the Secretary of Defense, and other agencies, accurately communicating SCJ352 CN Program Lead’s intent.
• Prepare the SCJ352 CN Program Lead for participation in senior level forums and engagements with U.S. and foreign defense, industry, and civilian leaders, to include authoring talking points, strategic communication products, and other written material.
• Lead and prepare CN communication products, including unclassified briefings, talking points, leadership messaging, weekly activity reports, articles, year in reviews, and other products as directed by the SCJ352 CN Program Lead.
• Research and develop special studies, projects, analysis of CN regional trends and statistics, and quick-reaction products in response to SCJ352 CN Program Lead’s initiatives.
• Develop engagement and communication strategies to strengthen and grow the SCJ352 CN network.
Coordinate with USSOUTHCOM components, subordinate joint and joint-interagency task force, and Country Teams to develop, refine operational requirements to achieve command objectives for the interdiction and disruption of illicit trafficking.

Specific Experience

• Five (5) years’ experience in joint/combined operations, DOD operational planning experience with comprehensive knowledge of J3, J5 and DOD CN programs and operations.
• Thorough knowledge of SECDEF/CJCS/JS to GCC/FCC interactions, directives, and adjudication processes as well as GCC, functional and service components' requirements to coordinate with Department of State (DOS) and other government agencies for whole of government solutions; and Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
• Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations.
• Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
