Reports to: Director of Auditing & Monitoring

Under the general direction of the Director of Auditing & Monitoring, the Lead QI Specialist serves as a resource for the QI Specialist team. The focus of this lead position is to role-model and assist with coordinating quality assurance activities performed by the QIS team to support compliance with service delivery and documentation standards, consistent with LA County Department of Mental Health regulations and Children's Bureau's Policies and Procedures. The Lead QIS maintains up to date information on any changes issued by DMH (via Bulletins and QIC announcements) and presents relevant information in QA team meetings. This role helps with problem-solving transitions related to needed changes, supporting and auditing implementation efforts, especially as it relates to CalAIM and HEDIS monitoring. The Lead QIS assists with collecting data and monitoring workflow related to Change of Provider requests, Client Satisfaction Surveys, and Policy & Procedures updates.

Job Responsibilities:

  • Coordinates with Director of Auditing and Monitoring in developing and supporting processes to improve day-to-day functions for Quality Improvement Specialists.
  • Coordinate with the Dept. of Mental Health (DMH) to ensure 100% compliance to State of California standards. Assists with preparing for State Audit Reviews and LA County DMH Program Reviews.
  • Participates in quality improvement and training efforts to ensure that quality services are being provided for children and families in adherence with Children's Bureau Mental Health Policies and Procedures.
  • Supports training of new hires during probationary period by auditing submitted documentation and providing QA/QI feedback. Supports the on-boarding of new hires and the continuous learning of current Mental Health staff by leading weekly QA mentoring workshops.
  • Serves as subject matter expert in area as determined by Director of Auditing & Monitoring.
  • Audits documentation to ensure program compliance with government contract requirements, DMH standards, and federal/state/local regulatory agency requirements.
  • Documents compliance issues, as well as communicates findings to appropriate supervisor for follow-up and resolution.
  • Promotes through quality improvement and training efforts to ensure that quality services are being provided for children and families and that service delivery is adhering to core Children's Bureau Mental Health Policies and Procedures.
  • Participates in Quality Improvement meetings both internally and externally to act as liaison between agency and DMH to assist with communication of new policies and procedures, audits, etc., to Auditing Supervisor.
  • Serves as a resource for staff and staff implementation of departmental Quality Improvement and Utilization Review efforts.

Job Qualifications:

  • Licensed Psychologist, LCSW, MFT in the State of California preferred.
  • Minimum of 5 years of experience in mental health service including psychosocial rehabilitation and child interventions.
  • Must have strong computer skills including knowledge and experience with Microsoft office, Word, and Excel.
  • Demonstrated strong communication and interpersonal skills required.
  • Demonstrated expertise with service standards set forth by the State of California regarding Medi-Cal/Short Doyle/EPSDT.
  • Training skills, including curriculum development, and presentation experience is preferred.
  • Familiarity with County IBHIS is preferred.
  • Ability to function as a member of an inter-disciplinary team.
  • Must possess a valid driver's license plus ability to provide own transportation to complete travel requirements of the job.
  • Performs other related duties as assigned.
