Child Development Services is Hiring a Data Manager Near Augusta, ME

This is a 40 hour per week, calendar year position at our CDS State Office in Augusta. Experience with data infrastructure and special education preferred. Travel is required.

SALARY RANGE:

$67,122 - $98,841

Summary Description:

This position involves oversight of CDS’ Child Information Network Connection (CINC) data system, including acting as the primary contact to the data system vendor, supervision of a small data and quality assurance team, and the collection, aggregation/disaggregation, and analysis of data for the purposes of responding to stakeholder requests for information, completing state and federal reporting, and the identification technical assistance needs with regard to CINC usage, financial monitoring, and compliance with state and federal special education regulations, policies and performance indicators. This position provides support to that CDS State Leadership Team, CDS’ regional sites, and contracted providers. Statewide travel is required.

Essential Functions:

The listed functions are illustrative only and are not intended to describe every function which may be performed by the person in this position.

  • Act as lead contact with the CINC vendor to identify and resolve issues, implement improvements, and clarify additional data needs.
  • Collect, analyze, and aggregate/disaggregate CINC data for the purposes of responding to stakeholder requests for information, completing state and federal reporting, and the identification of technical assistance needs.
  • Communicate with CDS sites and contracted providers to gather non-CINC data (I.e. Chapter 33 reporting).
  • Develop and maintain CINC training modules to support CDS staff and contracted providers.
  • Monitor the quality/accuracy of child-specific data and related invoicing entered into CINC by staff and contracted providers.
  • Complete ongoing monitoring of the CINC data system.
  • Recommend required policies, processes and technical assistance specific to the CINC data system.
  • Collaborate with the CDS State Leadership Team to compile state and federal reports and to develop CDS site-specific letters of findings and related corrective action plans.
  • Effectively communicate identified issues to the CDS State Leadership Team and participate in joint solution-finding.
  • Supervise a small data and quality assurance team, including CINC support personnel.
  • Attend meetings, workshops, and strategy sessions with CDS, state, and national committees or workgroups.
  • Perform other duties as assigned.

Minimum Qualifications:

  • Bachelor’s Degree in related field or equivalent experience will be considered.

Knowledge and skills required:

  • Knowledge of federal and state special education statutes, polices, and procedures.
  • Knowledge of database development and usage.
  • Ability to compile and analyze data and to create clear and concise communications/reports for intended audiences and for use in data-driven decision-making.
  • Ability to develop and implement effective trainings, both virtual and in-person.
  • Ability to communicate effectively, orally and in writing, and to fully collaborate in a team environment.
  • Ability to think logically and linearly, to prioritize tasks, and to direct and support the work of data and quality assurance team members.
