Chicago Transit Authority is Hiring a Training Specialist I - Safety Near Chicago, IL

Under general supervision, designs, develops, and facilitates safety-related training and development programs for various business units on behalf of the Authority. Leads training activities and conducts needs assessments to evaluate success of training programs and ensure safe and successful implementation.

Qualifications


PRIMARY RESPONSIBILITIES

  • Assists in the design and development of training programs.
  • Assists Learning and Support with the creation of instructor guides, student manuals job aids, and all handout materials.
  • Supports Learning and Support by designing and developing retraining, pilot, and special programs for business unit personnel including programs on health/safety compliance mandated by Occupational Safety & Health Administration (OSHA) and other similar regulatory agencies.
  • Facilitates training programs and oversees performance as regulated by Authority standards, OSHA regulations, and other city, state, and federal regulatory institutions. Coordinates health/safety trainings and drills with Safety, Emergency Management, Environmental Affairs, and Human Resources.
  • Researches maintenance manuals, service bulletins of OSHA and/or related federally mandated legislation to develop training programs for various business units.
  • Conducts task analyses and interviews with subject matter experts, vendors, and contractors within and outside of the Authority and interacts with various supervisory personnel regarding the information necessary in the development of training programs.
  • Develops and administers evaluation of existing programs to determine effectiveness of training program content and teaching methodology and identify materials for revision.
  • Performs related duties as assigned.

CHALLENGES

  • Keeping abreast of all CTA operations in connection with safety aspects.
  • Keeping abreast of all relevant safety regulations and applying updates or changes to training programs.
  • Maintaining training compliance in accordance with regulatory agency standards

EDUCATION/EXPERIENCE REQUIREMENTS

  • Bachelor’s degree in Occupational Health and Safety or a related field, plus, one (1) year of experience in planning and conducting training programs, or an equivalent combination of education and experience.
  • Employee must meet the prerequisites and requirements for OSHA 500 and 501 Training Courses to qualify for consideration in this position and successfully obtain OSHA 500 and 501 Certification within 6 months of hire or employee will be terminated.
  • Must complete FEMA ICS 100, 200, 700 and 800 within 60 days of hire.
  • Must possess a valid State of Illinois Driver’s License.

PHYSICAL REQUIREMENTS

  • Required to traverse for long distances on the tracks, subway, and elevated structure, ascend/descend and/or traverse on structures under construction.
  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Working knowledge of OSHA, DHS, US EPA, and other governmental agencies as well as consensus organizations such as ANSI and NFPA.
  • Working knowledge and experience in workplace safety including, but not limited to, OSHA regulations, hazardous communication, confined space and blood borne pathogens standards.
  • Working knowledge and understanding of federal safety procedures and technical knowledge of the equipment used in the general maintenance and construction industry.
  • Working knowledge of current training methods and techniques, instructional design models and including state of the art training aids such as audiovisuals, computer generated artwork, mock-ups, interactive multimedia and computer-based Training.
  • Working knowledge of the electrical and mechanical functions of standard equipment used within client areas.
  • Working knowledge of hand and power tool safety.
  • Working knowledge of Track Maintenance Equipment and Track Construction Equipment, preferred.
  • General knowledge of cranes and other hydraulic machinery preferred.
  • Strong computer software skills, including use of Word, Excel, InDesign, and PowerPoint.
  • Strong basic arithmetic skills, including fractions, decimals and percentages.
  • Strong verbal and written communication skills.
  • Strong presentation skills.
  • Ability to maintain amiable relations with various levels of Authority personnel and outside contractors and vendors.
  • Ability to work with confidential and sensitive information with discretion.
  • Ability to possess the knowledge and skills to cross train effectively in all areas of expertise. (Electrical, general/mechanical, electronics/signaling or health/safety).
  • Ability to completely comprehend OSHA’S, ANSI’S, EPA’s and other governmental agencies’ standards and their application to the Authority (work environment, policies and procedures).

WORKING CONDITIONS

  • General office environment.
  • Required to travel to various CTA, vendor, and transit property locations.
  • Subject to normal garage/shop hazards such as noise, dust, grease, moving vehicles, etc. when visiting field locations.
  • Subject to weather conditions when evaluating the provision of service.
  • Required to work various hours, days, and locations.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
