Chicago Metropolitan Agen is Hiring a TIP Analyst Near Chicago, IL

 

The Chicago Metropolitan Agency for Planning (CMAP) is seeking to hire a TIP Analyst. This position shall primarily support the Transportation Programming Team with the development and implementation of the Transportation Improvement Program (TIP), the $79 billion program of all federally funded and regionally significant surface transportation projects in the seven-county metropolitan Chicago region. Administration of the TIP is critical to CMAP’s role as the Metropolitan Planning Organization (MPO) for this region and is an essential component to advance the region’s comprehensive plan. The selected candidate may be hired as either the associate, analyst or senior level based on professional experience

Duties/Responsibilities: Detailed list of the main tasks and responsibilities the employee will be expected to perform.

  • ·Assist in the timely execution of all work required on the nearly 2,000 TIP projects in the TIP program using eTIP and other programming tools.
  • Coordinate with local, regional, state, and federal governments, transportation agency officials and engineering/planning consultants to ensure the timeliness and accuracy of day-to-day TIP and MPO activities.
  • Collaborate with regional partners and other CMAP departments to develop project analysis, selection, and management tools and methodologies, and apply them to regional federal funding programs, including CMAQ, Carbon Reduction, STP, and TAP.
  • Produce training materials for a variety of transportation programming including technical guidance and documentation of TIP procedures and process for the region’s transportation programming agencies, partners, and the public.
  • Staff a variety of committees and working groups to ensure a collaborative public process compliant with federal metropolitan planning requirements. 
  • Serve as a resource supporting regional partners in their transportation programming efforts throughout the region.

  • None

Required Skills/Abilities: 

  • An understanding of transportation programming, MPO activities and an understanding of Title 23 USC from a federal, state, and regional perspective.
  • Ability to provide guidance and technical assistance on MPO activities, current federal requirements, and policies to partner agencies and local officials.
  • Experience with federal and state regulations and policy which govern TIP management and regional transportation funding.
  • Ability to use clear communication to communicate effectively, both verbally and in writing.
  • Ability to work collaboratively with internal and external partners, agencies, and communities and maintain effective harmonious relationships. 
  • Ability to effectively demonstrate and uphold CMAP’s core values. 
  • Ability to work effectively in a hybrid environment promoting resourcefulness and efficient practices. 
  • Knowledge of computer systems and application tools, including intermediate and advanced functions of Microsoft Office products. 
  • Ability to efficiently manage work, projects, and multiple responsibilities to meet deadlines and agency expectations

Education and Experience: List required education and professional experience for the position

Associate

  • Bachelor’s degree (in field or related field), with exposure to (the field) and experience, through internships and/or limited professional practice

Analyst

  • Bachelor’s degree (in field or related field), 2 years (directly applicable) professional experience, master's degree preferred

Senior

  • Bachelor’s degree (in field or related field), 5 years professional experience, master’s degree preferred

Physical Requirements: 

  • Prolonged periods sitting at a desk and working on a computer.
  • Prolonged periods of sitting.

Salary Range:

Associate: $57,746 - $70,739

Analyst: $66,409 - $81,351

Senior: $73,375 - $93,553
